He noted that it <br /> 4 shows two of the crossings to be closed and asked where the traffic for these crossings will be <br /> 5 re-directed. <br /> 6 Abigaile Pittman said the crossing to the east of the first closure will remain open and <br /> 7 the traffic will primarily be going there. She noted that this area is where Old NC 10 goes under <br /> 8 the trestle. <br /> 9 Commissioner Dorosin said he is trying to clarify where people will be crossing. <br /> 10 Planning Director, Craig Benedict said that for the one crossing people will have to <br /> 11 come west and up Murphy School Road to Old NC 10. He explained some of the re-routing. <br /> 12 Commissioner Dorosin asked some clarifying questions, which were answered by <br /> 13 planning staff, on the Greenbrier Drive Crossing closure. <br /> 14 Commissioner Dorosin asked if there had been any studies of the increased traffic <br /> 15 impact in the re-routed areas. <br /> 16 Jahmal Pullen said that the traffic counts at Greenbrier and Byrdsville will be looked at, <br /> 17 especially in the case of Byrdsville, which will have more traffic than the other two. <br /> 18 Frank Clifton asked if there had been any analysis done on N.C. 10 as far as future <br /> 19 maintenance and widening associated with this change. <br /> 20 Jahmal Pullen said not at this point, but that Norfolk Southern and North Carolina <br /> 21 Railroad have ownership in this and there would be a check in with those entities to see if there <br /> 22 is a long range plan. He said that there might be future project to build a new bridge, but not at <br /> 23 this point. <br /> 24 Chair Jacobs said if this comes back to the Board, it would be good to have an aerial <br /> 25 view to get an overall feel for the re-routing. <br /> 26 Jahmal Pullen said that eventually, the goal would be to have two tracks in this corridor <br /> 27 and in that event, this track would need to be replaced. <br /> 28 <br /> 29 A motion was made by Commissioner Gordon, seconded by Commissioner McKee to <br /> 30 accept the manager's recommendation, which is as follows: <br /> 31 1) Receive the information on the NCDOT proposal to close private NCRR/NS Railway <br /> 32 crossings at Gordon Thomas Drive, Greenbriar Drive and Byrdsville Road in Orange <br /> 33 County; <br /> 34 2) Provide any additional comments the Board may have to be added to the attached <br /> 35 letter (Attachment 5) submitting a second set of scoping comments to NCDOT; and <br /> 36 3) Authorize Planning staff to send the letter to NCDOT. <br /> 37 <br /> 38 VOTE: UNANIMOUS <br /> 39 <br /> 40 b. Next Steps Regarding Proposed Establishment of Three (3) New Fire <br /> 41 Service Districts <br /> 42 The Board considered scheduling a public hearing for the April 9, 2013 regular Board <br /> 43 meeting to consider the establishment of the three new Fire Service Districts - the South <br /> 44 Orange Fire Service District, the North Chatham Fire Service District and the Greater Chapel <br /> 45 Hill Fire Service District. <br /> 46 Michael Talbert said these are the next steps for the establishment of three new fire service <br /> 47 districts and he noted that this has nothing to do with fire protection and everything to do with <br /> 48 fire insurance. <br /> 49 1.To schedule a public hearing for the April 9, 2013 regular Board meeting to consider the <br /> 50 establishment of the three new Fire Service Districts - the South Orange Fire Service <br />
