APPENDIX G 38
86 DEVELOPMENT OF FUNCTIONAL CLASSIFICATION CRITERIA
The third step was to compare all of the criteria in each of the above
documents to determine the attributes common to each functional classification
system. Then using the fundamental principles of each functional class, the
populations of Orange County's towns served and typical trip lengths
,(origin\destination populations and typical trip lengths determine the amount &
type of traffic on roads) were used to create functional classification criteria
characteristic of Orange County's road network.
Urban and rural areas have fundamentally different characteristics as to
density and types of land use, density of street and highway networks, nature of
travel patterns, and the way in which all these elements are related in the
definition of highway function. Because of these differences, this document only
classifies the public roads system outside of the municipal land use control
boundaries (for the Towns of Hillsborough and Mebane it is the extra territorial
jurisdiction and for the Towns of Carrboro and Chapel Hill it is the transition area
boundaries). The classifications applicable within these boundaries are available
from each municipality.
F:IPLANNING\K LINCOLN Icompplan\APPNDXG.doc12-11-00
