APPENDIX G 38 <br /> 86 DEVELOPMENT OF FUNCTIONAL CLASSIFICATION CRITERIA <br /> The third step was to compare all of the criteria in each of the above <br /> documents to determine the attributes common to each functional classification <br /> system. Then using the fundamental principles of each functional class, the <br /> populations of Orange County's towns served and typical trip lengths <br /> ,(origin\destination populations and typical trip lengths determine the amount & <br /> type of traffic on roads) were used to create functional classification criteria <br /> characteristic of Orange County's road network. <br /> Urban and rural areas have fundamentally different characteristics as to <br /> density and types of land use, density of street and highway networks, nature of <br /> travel patterns, and the way in which all these elements are related in the <br /> definition of highway function. Because of these differences, this document only <br /> classifies the public roads system outside of the municipal land use control <br /> boundaries (for the Towns of Hillsborough and Mebane it is the extra territorial <br /> jurisdiction and for the Towns of Carrboro and Chapel Hill it is the transition area <br /> boundaries).
