31 <br /> 3.12 CHAPEL HILL TOWNSHIP <br /> Circulation <br /> A modified version of the North Carolina Highway Functional Classification System is <br /> used to describe Orange County's road network(see Section 2.6 - TRANSPORTATION <br /> of this plan for complete description). This system describes parts of the network <br /> according to mobility and access factors. The most important roads, Interstates and <br /> arterial highways, provide the shortest travel time and best service between important <br /> activity centers. Roads of lesser importance, collector roads, do not provide as high a <br /> level of service, but do provide large areas with access to major roads. Local roads <br /> have the most limited service capacity, but in the aggregate serve to provide large land <br /> areas with access to the collector and arterial systems. <br /> In part because of the area's physical boundaries, the circulation system for Chapel Hill <br /> Township north of the JPA Joint Planning Area (JPA) cannot be separated out from <br /> either the JPA to the south or Hillsborough and Eno Townships to <br /> the north. At its most narrow north-south point the that region is only 1/4 mile wide, and <br /> nowhere does the region's width exceeds 1 1/2 miles wide. While all major north-south <br /> routes between Hillsborough and Chapel Hill pass through the a ea that portion of <br /> Chapel Hill Township north of the JPA, few east-west roads traverse the area. There <br /> are no major intersections in the area, although the junction of the collector road New <br /> Hope Church Road (SR 1723) and the arterial road NC 86 lies just to the south within <br /> the Joint Planning Area within Chapel Hill Township. <br /> Interstate-40 is the major corridor in the Township running from the central eastern <br /> township border in the Town of Chapel Hill to Hillsborough Township along Chapel Hill <br /> Township's northwest border. Arterial roads within the township are NC 86 (north-south <br /> route) and NC 54 (east-west route). Collector roads include. Old NC 86 (SR1009), <br /> University Station Road (SR 1712), Old NC 10 (SR 1710). NC 751, New Hope Church <br /> Road (SR 1723). Arthur Minnis Road (SR 1713). Mt. Herman Church Road (SR 1713). <br /> Cornwallis Road (SR 1841 and SR 1716). Mt. Sinai Road (SR 1718 ). Whitfield Road <br /> (SR 1730 and SR 1731). Erwin Road (SR1737) Mt. Carmel Church Road SR 1008 <br /> Dairyland Road (SR 1112 and SR 1231).
