(move to second paragraph.) <br /> A modified version of the North Carolina Highway Functional Classification System is <br /> used to describe the road network in Orange County (see Section 2.6 — <br /> TRANSPORTATION of this plan for the complete description). The system describes <br /> segments of the road network based on mobility and access factors. The most <br /> important roads, Interstates and arterial highways, provide the best level of service as <br /> measured in travel time to and from major activity centers. Roads of lesser importance, <br /> collector roads, do not provide as high a level of service, but do provide areas with <br /> access to major roads and secondary access to activity centers. Local roads provide <br /> the most limited service capacity, but, in the aggregate, provide large land areas with <br /> 6+5access to more important roads and highways. <br /> The County's major east/west and north/south transportation routes intersect in <br /> Hillsborough Township, making it a central point in the County transportation network. <br /> Major The east/west corridors sei;sists-9 are Interstate-85, US 70 (an arterial road) and <br /> the Southern Railroad.
