GOALS, OBJECTIVES, AND POLICIES <br /> GOAL: DEVELOP AN INTEGRATED, FULLY ACCESSIBLE PUBLIC <br /> TRANSPORTATION SYSTEM THAT WILL ACCOMMODATE PRESENT <br /> AND FUTURE TRAVEL DEMAND WITH COST EFFECTIVE FACILITIES <br /> AND MINIMUM ADVERSE ENVIRONMENTAL IMPACT TO THE <br /> COMMUNTIY. <br /> Objective 1: Provide a functional classification system for existing Orange County <br /> roads consistent with current usage and in accordance with land use <br /> ' provisions of the Comprehensive Plan. <br /> Policies: Adopt subdivision regulations that protect major corridors by: a) requiring <br /> adequate right-of-way for potential future improvements; and b) limiting <br /> access onto those corrdiors. <br /> • Adopt subdivision regulations that protect the rural character of Orange <br /> County by requiring natural buffers around subdivisions accessing major <br /> local roads. <br /> Objective 2: Work with nearby jurisdictions to integrate Orange County plans with <br /> regional goals and objectives for an intermodal transportation system to <br /> meet projected travel demand that reduces congestion and reliance on <br /> single occupancy vehicles. <br /> Policies: • Participate in the Durham-Chapel Hill-Carrboro Metropolitan Planning <br /> Organization at the advisory level and research/data for the regional <br /> transportation model. <br /> Provide staff support for the Commission for the Environment to analyze <br /> existing air quality regulations with respect to transportation and research <br /> possible mitigation procedures. <br /> F:\PLANNING\KLINCOLN\compplan\transele-doc\2-10-00\2-15-00 <br />
