JQ 6 <br /> Orange County's Functional Classification Criteria consists of the following five <br /> functional classes: Interstate/Major Transportation Corridors, Arterials, Collectors, and <br /> Major and Minor Local Roads. These criteria are applied to existing roads in Orange <br /> County according to the function that they provide in accordance with the Orange <br /> County Comprehensive Plan. <br /> This document classifies only the public roads system outside of the municipal land use <br /> control boundaries (i.e. outside the extra territorial jurisdiction - ETJ - of the Towns of <br /> Hillsborough and Mebane and outside the ETJ and/or transition area boundaries of the <br /> Towns of Carrboro and Chapel Hill). The classifications applicable within these <br /> boundaries are available from each municipality. <br /> Interstate/ Major Transportation Corridor: Major transportation corridors serve a <br /> key function in the orderly development of Orange County as major traffic movers and <br /> as entrance corridors to Orange County from outside the area. These corridors and the <br /> character of the development which occurs along them establish the efficiency and <br /> safety of traffic movement through the area and serve as an indicator of the quality of <br /> life in the County. In addition, the ability of different areas of the County to attract <br /> different types of development depends on the character and quality of development <br /> along major corridors as well as the capacity of the highway system to accommodate <br /> the development. <br /> The interstate/major transportation corridors provide the high speed, high volume <br /> network for travel between major points in both rural and urban areas. Consequently, <br /> higher speeds are typical on these facilities. Interstate 85 and Interstate 40 are major <br /> transportation corridors in Orange County. <br /> Interstate/Major Transportation Corridors have the following characteristics. <br /> 1. These facilities serve the majority of trips between urban areas with <br /> populations of 25,000 or more, and <br /> 2. The majority of vehicles using this facility are making trips of 25 miles or <br /> more in length (suitable for statewide or interstate travel). <br /> Arterials: Arterials provide for relatively less interference (access points or <br /> driveways) to through traffic than that of collectors. US 70, NC 86, Old NC 86 north of <br /> 1-40, NC 49, NC 54, NC 57 and NC 157 are classified as arterials in Orange County. <br /> Arterial roads have the following characteristics. <br /> 1. These facilities serve traffic between all towns and communities with <br /> populations over 3,000; <br /> 2.
