5 <br /> NAME OF BOARD/COMMISSION: Parks & Recreation Council <br /> Report Period: 2012 <br /> If your board/commission played the role of an Element Lead Advisory <br /> Board involved in the 2030 Comprehensive Plan preparation process, <br /> please indicate your board's activities/accomplishments as they may relate <br /> to the Comprehensive Plan's goals or objectives. <br /> (The Element Lead Advisory Boards include: Planning Board, EDC, OUTBoard, <br /> Commission for the Environment, Historic Preservation Commission, Agriculture <br /> Preservation Board, Affordable Housing Board, Park's and Recreation Council) <br /> The PRC helped create and advised on the Community Needs Assessment <br /> (4200 household surveys in September 2012) (Goal 1, 4). <br /> The PRC has identified working with the school systems to promote shared use <br /> of facilities for recreation purposes as a priority, and engaged in preliminary <br /> discussions to this end (Objective PR 2.4). <br /> The PRC has assisted in the implementation of park master plans, such as <br /> Fairview Park (Objective PR 3.2). <br /> A new Parks and Recreation Facilities Plan map will be an outcome of the new <br /> Master Plan (Objective PR-5.6). <br /> Identify any activities this board/commission expects to carry out in 2013 <br /> as they relate to established BOCC goals and priorities. <br /> If applicable, is there a fiscal impact (i.e., funding, staff time, other <br /> resources) associated with these proposed activities (please list). <br /> • By far the most substantial and significant effort carrying into 2013 is the <br /> Parks and Recreation Master Plan, currently underway and scheduled to <br /> be completed in spring 2013. <br /> • Use the master plan to identify top priorities for future implementation, and <br /> address important coordination (towns, schools) and system priorities and <br /> scope questions. <br /> • Take a more-direct approach to engaging the school systems on <br /> recreational use of school facilities, including more regular communication. <br /> • Examine the facility use policy as it pertains to recreational facilities, and <br /> assist staff in developing a "partnership template" for evaluating <br /> requesting facility leases and partnership opportunities. <br /> • Continue to look at opportunities to provide a support system for <br /> recreation activities, including the Friends of Parks and Recreation group. <br /> • Provide assistance in facilitating accurate information on the planned <br /> Mountains-to-Sea Trail within Orange County. <br />
