Unified Development Ordinance (UDO) Text Amendment—To review government- <br /> 4 initiated amendments to the text of the UDO to modify existing language to provide additional <br /> 5 reference to land disturbance thresholds related to stormwater management standards. The <br /> 6 purpose of this amendment is to avoid requiring project applicants to submit multiple, <br /> 7 professionally prepared plans for a single development project. <br /> 8 <br /> 9 Staff presented a Powerpoint below: <br /> 10 <br /> 11 AGENDA ITEM:C-1 <br /> 12 UDO TEXT AMENDMENT— SITE PLAN MODIFICATIONS <br /> 13 BACKGROUND: <br /> 14 • On April 17, 2012 the BOCC approved mandated State stormwater management and <br /> 15 nutrient reduction rules/strategies. <br /> 16 • Need clearer standards in our site plan review/approval procedures section. <br /> 17 • Correct inconsistencies regarding when formal, professionally prepared, site plan is <br /> 18 required versus a plot plan prepared by applicant. <br /> 19 WHAT THIS PROPOSAL DOES: <br /> 20 1. Eliminate existing conflicts. <br /> 21 2. Require professionally prepared site plans for projects exceeding established <br /> 22 stormwater land disturbance thresholds. <br /> 23 3. Incorporate appropriate references to these land disturbance thresholds. <br /> 24 4. Add language requiring stormwater management plans for minor and major <br /> 25 subdivisions. <br /> 26 WHAT THIS PROPOSAL DOES: <br /> 27 • Changes to Section 2.4.1: <br /> 28 — UDO requires a `professionally prepared site plan' in the University Lake <br /> 29 Watershed Overlay District. <br /> 30 — As proposed all watersheds with a 6% impervious surface limit have same <br /> 31 standard (i.e. Upper Eno Critical, Cane Creek Protected and Critical, Little River <br /> 32 Protected). <br /> 33 — If approved, projects in these watershed overlay districts will require professional <br /> 34 site plan <br /> 35 SITE PLAN VERSUS PLOT PLAN: <br /> 36 What is the difference between a professionally prepared site plan and a plot plan? <br />
