He referred to the slides that follow: <br /> 10 <br /> 11 February 5, 2013 <br /> 12 AGENDA ITEM <br /> 13 Comprehensive Land Use Element Map and Zoning Atlas Amendments —Orange <br /> 14 Alamance Line <br /> 15 <br /> 16 ORANGE-ALAMANCE COUNTY BOUNDARY LINE REPORT(Graphic) <br /> 17 <br /> 18 BACKGROUND: <br /> 19 • Boundary line had become `uncertain' over the years creating contradictory maps. <br /> 20 • Both the Orange and Alamance County Board of Commissioners requested the North <br /> 21 Carolina Geodetic Survey (NCGS) prepare preliminary surveys linking description to <br /> 22 field monuments <br /> 23 <br /> 24 BACKGROUND: <br /> 25 • Both Counties initiated process <br /> 26 • Adoption of Session Law 2010-61 petition criteria to `adjust the line' <br /> 27 • Project involved numerous Orange County departments including, but not limited to: <br /> 28 Manager's office, Planning, Land Records, Tax Administration, GIS, Attorney's office, <br /> 29 Health Department, etc. <br /> 30 <br /> 31 BACKGROUND: <br /> 32 • 91% Line' was resolved with the passing of Session Law 2011-88 on May 25, 2011 <br /> 33 • The remaining 9% was addressed with the passage of Session Law 2012-108. <br /> 34 <br /> 35 Alamance-Orange Boundary Implementation Flowchart (Chart) <br /> 36 <br /> 37 (Michael Harvey takes over the PowerPoint presentation at this point.) <br /> 38 <br /> 39 NECESSARY ACTIONS: <br /> 40 • Orange County has to extend zoning and land use categories on properties located <br /> 41 within our planning jurisdiction as the result of the boundary line agreement. <br /> 42 • In November of 2011 the BOCC held a public hearing to extend zoning and land use <br /> 43 onto 65 properties (approximately 221 acres involved) as part of the `91%' boundary <br /> 44 line project. <br /> 45 • The BOCC approved the zoning atlas and future land use map amendments on <br /> 46 December 13, 2011. <br /> 47 • Now we have to do the same thing with the properties associated with the `9%' <br /> 48 portion of the line. <br /> 49 <br /> 50 ADOPTED COUNTY LINE —91%: (Map) <br />
