Whether an "internal pedestrian circulation system" should be required in the <br /> 8 Efland Village Overlay District on a large project. <br /> 9 <br /> 10 Comprehensive Plan Text Amendment (Chart-see abstract) <br /> 11 <br /> 12 Planning Board Recommendation <br /> 13 • Keep the "tick" in the 20-Year Transition row. <br /> 14 • Include language to require privately-owned, connecting walkways throughout the <br /> 15 Efland Village Overlay District. <br /> 16 c. Believes that provision of a pedestrian system (and other modes of <br /> 17 transportation) is very important <br /> 18 • Unanimously voted to recommend approval if pedestrian system language added. <br /> 19 <br /> 20 Staff Recommendation <br /> 21 • Partially based on October 2011 work session regarding sidewalks and NC counties' <br /> 22 challenges in providing and maintaining sidewalks. <br /> 23 d. BOCC sentiment that getting into "the sidewalk business" is not feasible at <br /> 24 this time. <br /> 25 • Also based on issues identified in abstract regarding requiring private provision of an <br /> 26 interconnecting public walkway system. <br /> 27 <br /> 28 • Require that "large" projects in Efland Village Overlay District provide an "internal <br /> 29 pedestrian circulation system" <br /> 30 e. "Large" defined (for this overlay district) as: <br /> 31 i. Located on 2 or more acres or <br /> 32 ii. > 15,000 square feet of building area <br /> 33 iii. Large parking area: > 50 parking spaces <br /> 34 • Also continue to acknowledge the importance of providing sidewalks and facilities for <br /> 35 other modes of transportation. <br /> 36 • Pursue opportunities to advance these ideas and ways counties can implement them at <br /> 37 the State level. <br /> 38 <br /> 39 Manager's Recommendation <br /> 40 • Receive the Planning Board's recommendation of approval with changes (require <br /> 41 interconnecting walkways) <br /> 42 • Close the public hearing <br /> 43 • Deliberate as necessary and decide accordingly <br />
