implement State Homeland Security Strategies to address identified <br /> exercise needs to prevent,protect against,respond to, and recover from <br /> acts of terrorism and other catastrophic events. <br /> (2) Utilize State of North Carolina and/or local procurement policies and <br /> procedures for the procurement of supplies and services necessary to <br /> conduct training activities, and conform to applicable State and Federal <br /> law and the standards identified in the Procurement Standards Sections of <br /> 44 Code of Federal Regulations(CFR)Part 13 and 2 CFR Part 215. Sub- <br /> grantee must follow procurement procedures and policies as outlined in <br /> the applicable USDHS Program Guidelines and Application Kits and the <br /> USDHS Financial Management Guide. Sub-grantee shall comply with all <br /> applicable laws, regulations and program guidance. Sub-grantee must <br /> comply with the most recent version of the Administrative Requirements, <br /> Cost Principles, and Audit requirements. Submit invoice(s)requesting reimbursement <br /> for supplies and services received to the NCEM Homeland Security grants <br /> manager as outlined in Attachment C,incorporated by reference herein. <br /> Grantee will reimburse Sub-grantee for eligible costs as outlined in the <br /> applicable USDHS Program Guidelines and Application Kits.
