A. INTRODUCTION <br /> This proposal has been prepared for the Orange County Planning Department in Hillsborough, <br /> NC, by Legacy Research Associates (Legacy) in Durham, NC. It outlines the proposed cultural <br /> and archaeological survey work for two outfall lines for the Buckhorn®Mebane EED Phase 2 <br /> water and sewer Improvement project. <br /> The proposed work Is In compliance with the Orange County Cultural and Archaeological <br /> Resources Policy(October 3, 2006). The purpose of the policy Is to clarify the county's <br /> Intention to identify and evaluate cultural and archaeological resources on sites that are <br /> planned for construction. The objective of the cultural and archaeological Investigation will be <br /> to document the presence and/or absence of cultural and archaeological resources within the <br /> project's area of potential effects (APE), assess the significance of the resources, and make <br /> recommendations for the management of the Identified resources. <br /> The field Investigations and technical report will meet the qualifications specified In the <br /> Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation <br /> (Federal Register 48). All cultural materials collected and curated, along with all records of this <br /> contract, shall be cared for in accordance with the requirements set forth in 36 CFR Part 79. <br /> The Project Manager/Project Archaeologist performing the cultural resource Investigations will <br /> meet or exceed the qualifications described In the Secretary of the Interior's Professional <br /> Qualifications Standards (48 FR 44738-9). <br /> All information submitted in the technical report will be factual and sufficiently complete to <br /> enable Orange County and the North Carolina State Historic Preservation Office (SHPO)to <br /> perform the necessary reviews, <br /> B. BACKGROUND RESEARCH <br /> Background research for the project will include reviewing the site inventory and NRHP files at <br /> the North Carolina Office of State Archaeology and Survey& Planning Office In Raleigh. The <br /> purpose of the background research Is twofold: the first Is to compile sufficient and appropriate <br /> Information to understand the historic context of any properties Identified during the survey, <br /> and the second is to compile and assess existing cultural resource data pertinent to the survey <br /> area. <br /> C. AREA OF POTENTIAL.EFFECTS <br /> The project APE consists of two outfall lines. One line extends south from 140/85 to West Ten <br /> Road (SR 11468)for a distance of about 6,700 feet or 1,850 meters.The other line starts near <br /> the Bowman Road and Rock Quarry Road intersection and extends west to an existing pump <br /> station that is situated north of Old Hillsborough Road, The length of the second outfall line Is <br /> approximately 9,030 feet or 2,752 meters, The total length of the two outfall lines Is 15,739 <br /> feet or 4,795 meters. <br /> The width of the APE will vary according to design of the proposed water and sewer line. With <br /> the exception of areas that have been previously surveyed and areas that have a low probability <br /> for the presence of archaeological sites (steep slopes, wetlands, etc.), the entire APE will be <br /> surveyed for archaeological and architectural resources. <br /> z <br />
