Commissioner Pelissier said one of the uses would be for work sessions, and would they <br /> have noise from other events. <br /> Frank Clifton said many of these issues would need to be resolved, such as <br /> soundproofing, windows, etc. <br /> Frank Clifton said the next item is about Link Government Services Center and the <br /> Annex. <br /> Jeff Thompson said the space study has been updated several times and the last one <br /> was in 2009 and the agricultural functions were included in the Revere Road property. He said <br /> the study did not take into consideration the aged building and the $1-1.5 million dollar repair <br /> costs. He said the building costs about$50,000 a year to operate. He said the people in the <br /> building are operating harmoniously and it meets the space study needs. <br /> Architect Ken Redfoot referenced the Annex and showed the floor plans. He said the <br /> Board of Elections is presently in the lower level. He said a simple study was done regarding <br /> how to accommodate as many offices as possible within this foot print. He showed layout of the <br /> offices, conference room, shared reception, and possible kitchen space. He said in the attic <br /> space, with appropriate updates, there is usable space to accommodate five people. He said <br /> that in this plan there are a total of 26 office areas in the lower level as well as the 5 in the upper <br /> level. <br /> Ken Redfoot said the total square footage on first floor is about 6900 sq. ft. <br /> Jeff Thompson said that as comparison, the existing facility, has 10,926 usable square <br /> feet within the current EAC facility. <br /> Chair Jacobs asked if there would be changes to any of the cinderblock wall <br /> configurations. <br /> Ken Redfoot said most of the cinder blocks are non-load bearing and could be <br /> demolished. He said the building is very well built and structurally sound. <br /> Jeff Thompson said there are about $250,000 in HVAC concerns, including equipment <br /> that is below water level in the event of a 100 year flood. He said that if the envelope of the <br /> building is breached, this will trigger flood regulations and town historic regulations; however if <br /> changes are kept within the envelope of the building, it keeps expenses much lower. <br /> Chair Jacobs asked how much parking is associated with building. Frank Clifton said it <br /> is for the full use of this building. Chair Jacobs asked if there would actually be sufficient <br /> parking, even on court days. Frank Clifton said there are crowded times from on Wednesday <br /> morning, but more people are using the parking deck now that it is free. <br /> Commissioner Price said what is the reason for suggesting 26 office spaces in the <br /> annex. <br /> Ken Redfoot said this number came from a combination of the way people might move <br /> between the facilities being discussed and determine if there was an adequate amount of offices <br /> between Whitted, the Annex and the Link building, to accommodate these moves. <br /> Commissioner Price asked why specifically 26 offices were needed in this building and if <br /> they know what departments would move there. <br /> Frank Clifton said they looked at Revere Road and who might move and how <br /> consolidation could be done and how many offices could you have. He said they then work <br /> backward to see if this accommodates everyone. The number given was just the maximum <br /> number of offices. <br /> Commissioner Price asked why re-locate the Board of Elections out of the annex since <br /> they are using all the space. She noted that there are few employees but high number of <br /> volunteers. <br /> Frank Clifton said most of the space is used for storage. He said that they are paying <br /> utilities in two facilities and under-using both. He said the attempt was made to come up with <br /> alternative uses that made sense. <br />
