a. Minutes <br /> The Board approved the minutes from October 16, 25 and November 19, 2012, as submitted <br /> by the Clerk to the Board. <br /> b. Motor Vehicle Property Tax Releases/Refunds <br /> The Board adopted a resolution, which is incorporated by reference, to release motor vehicle <br /> property tax values for seventy-eight (78) taxpayer requests that will result in a reduction of <br /> revenue, in accordance with the NCGS. <br /> c. Property Tax Releases/Refunds <br /> The Board adopted a resolution, which is incorporated by reference, to release property tax <br /> values for eighty-three (83) taxpayer requests that will result in a reduction of revenue, in <br /> accordance with North Carolina General Statute 105-381. <br /> d. Applications for Property Tax Exemption/Exclusion <br /> The Board approved sixteen (16) untimely applications for exemption/exclusion from ad <br /> valorem taxation for the 2012 tax year. <br /> e. Adjustment to Salary Range Minimums <br /> The Board approved a two percent (2%) increase in all salary range minimums to correspond <br /> to the two percent (2%) Cost of Living Adjustment (COLA) increase authorized in the approved <br /> FY 2012-13 budget effective July 1, 2012. <br /> f. Position Establishment Request - .50 Medical Office Assistant Position <br /> The Board approved the reclassification of a vacant 1.0 full time equivalent (FTE) Public <br /> Health Nurse II (PHN II) position into 1.5 FTE Medical Office Assistant (MOA) positions, <br /> allowing the 1.5 FTE MOA positions to provide improved front desk and clinic support in <br /> handling increased patients and help promote more efficient service delivery. <br /> g_ Performance Agreement with Town of Chapel Hill and Visitors Bureau <br /> The Board approved the 2012-2013 performance agreement between the Town of Chapel Hill <br /> and the Visitors Bureau and authorized the Manager to sign. <br /> h. Fiscal Year 2012-13 Budget Amendment#6 <br /> The Board approved budget and grant project ordinance amendments for fiscal year 2012-13 <br /> for Visitor's Bureau; Library; Emergency Services; Department on Aging; Department on <br /> Environment, Agriculture, and Parks and Recreation (DEAPR); and Social Services. <br /> i.
