• Staff would come back with plan to begin construction <br /> • Staff to come back with recommendation on how they would contract with some <br /> entity to operate the community center <br /> Commissioner Dorosin said they could sever the four things about the community <br /> center and vote on them separately if that would help everyone to agree. <br /> Commissioner McKee asked if this was a substitute motion at this time. <br /> John Roberts said that there would have to be an unfriendly amendment first. <br /> Frank Clifton said that staff could probably reach an agreement with Habitat fairly <br /> quickly, but the towns may take longer. <br /> Discussion ensued about the rules of making motions. <br /> Commissioner Pelissier said that she had called the question, but Chair Jacobs said <br /> that he did not hear. <br /> Commissioner McKee called the question on the whole complex motion. <br /> VOTE ON MOTION: Ayes, 3 (Commissioner Dorosin, Commissioner Price, and Chair Jacobs); <br /> Nays, (Commissioner Gordon, Commissioner Pelissier, Commissioner Rich, and <br /> Commissioner McKee) <br /> Motion Defeated <br /> A motion was made by Commissioner Gordon, seconded by Commissioner McKee: <br /> • That the County move forward with the construction of the community center <br /> • Instruct staff to confer with the managers and attorneys of the county and <br /> towns, to come up with legal options to construct the center, including any <br /> MOAs needed <br /> • The budget is to be $650,000, not to exceed $700,000 and 4,000 sq ft. <br /> • Confer with the towns about financial participation <br /> • Staff will come back with recommendations for the Board to consider on how <br /> the center is to be operated <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Rich to <br /> reconstitute the task force for six months and that the task force be charged with, considering <br /> the final cost provision and installation of water and sewer utility extensions, preferably at no <br /> cost for members of the Historic Rogers Road Community; consider options to address <br /> gentrification and consider Chapel Hill's most recent SAP; consider funding options including <br /> the Greene Tract. <br /> Commissioner McKee asked if Commissioner Dorosin would consider deleting the part <br /> about gentrification and Commissioner Dorosin said no. <br /> Commissioner Dorosin said they are only asking the task force to look at gentrification. <br /> Commissioner Rich asked if the managers continue on their path with conversations <br /> with OWASA about utilities. <br /> Frank Clifton said they have done a lot of work on technical details of how the utilities <br /> will be provided, and the Board of County Commissioners will become the primary Board. He <br /> does not think anything will change over the six months, but it is just a matter of working out <br /> the details and technical issues. <br />
