Public Comments <br /> a. Matters not on the Printed Agenda <br /> Don O' Leary said that the President has committed an act of war against <br /> Orange County regarding Article 21 of ICLEI. He said that this is a conspiracy. He <br /> made reference to his website: www.ocnc.weebly.com. He said that he is not trying to <br /> scare or threaten, but he is trying to warn people. <br /> b.
