APPROVED 3/19/2013 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> December 11, 2012 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, <br /> December 11, 2012 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jacobs and Commissioners Mark Dorosin, <br /> Alice M. Gordon, Barry Jacobs, Earl McKee, Renee Price, and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: Bernadette Pelissier <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Managers <br /> Gwen Harvey, Michael Talbert, Clarence Grier and Clerk to the Board Donna Baker (All other <br /> staff members will be identified appropriately below) <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br /> AGENDA FILE IN THE CLERK'S OFFICE. <br /> 1. Additions or Changes to the Agenda <br /> Chair Jacobs recognized Michael Talbert who introduced the Orange County <br /> Emergency Services Director Mr. Jim Groves, who will be joining Orange County in January. <br /> He comes from an international consulting firm in emergency management. <br /> Jim Groves said that he was looking forward to serving Orange County residents. <br /> Frank Clifton presented Assistant County Manager Gwen Harvey with roses and <br /> recognized her because this is her last meeting. Gwen Harvey is retiring at the end of <br /> December after 10 years with Orange County. He said that she is very passionate about her <br /> work to Orange County and to the citizens of Orange County. <br /> Assistant County Manager Gwen Harvey said thank you to all that she has worked with. <br /> Commissioner McKee arrived at 7:04 PM. <br /> Chair Jacobs thanked Gwen Harvey for her service. <br /> PUBLIC CHARGE <br /> The Chair dispensed with the reading of the public charge. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda <br /> Don O'Leary said at the last meeting, it was nice to see the other side of the <br /> Commissioners at the reception and the administration of oaths. He said that if Orange <br /> County continues down the current path of ICLEI and Agenda 21, it is putting future <br /> generations in jeopardy. He said that this is illegally throwing the citizens of Orange County <br /> under the bus. <br />
