EMS -911 Study p.20 & p.46 Chief Jeff Cabe; 732 -7911 <br />PURPOSE: To approve the recommendation from the Emergency Services Director to enter <br />into an agreement with the Orange Rural Fire Department in order to place one (1) emergency <br />medical services (EMS) ambulance at the Orange Rural Fire Department (ORFD) station at 835 <br />Phelps Road. <br />BACKGROUND: On August 30, 2012 the Board was presented the findings of the <br />Comprehensive Assessment of Emergency Medical Services & 911 /Communications Center <br />Operations Study performed by Solutions for Local Government. This study identified EMS <br />response times as a primary issue, and recommended adding an EMS unit proximate to <br />response Zone #1 (northern section of Orange County). <br />Orange County Emergency Services has worked with the Orange Rural Fire Department <br />(ORFD) to develop a co- location solution to help reduce EMS response times in the northern <br />section of the County. ORFD Station #2 is located on Phelps Road, which is located within <br />EMS response Zone #1. The Phelps Road station provides good access to the community in <br />the northern portion of the County, as well as providing a sheltered and environmentally <br />controlled atmosphere for the ambulance. In addition, the station will provide a location for staff <br />to work on plans and paperwork. <br />The ORFD Board of Directors voted to approve signing the Use Agreement on February 21, <br />2013. <br />FINANCIAL IMPACT: There is very little financial impact for the County. ORFD has chosen <br />not to charge rent, and only requests that Orange County pay the difference in utility cost each <br />year and be responsible for repairing damages caused by the unit/crew while at the station. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the <br />recommendation from the Emergency Services Director to approve the Use Agreement and <br />authorize the Manager to sign the Use Agreement. <br />
