1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 19, 2013 <br />Action Agenda <br />Item No. 5 -i <br />SUBJECT: Approval to Extend the Central Orange Fire Insurance District Boundary <br />DEPARTMENT: Emergency Services PUBLIC HEARING: (Y /N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />1) Central Orange Insurance District David Sykes, 245 -6100 <br />Map Chief Jeff Cabe, 732 -7911 <br />PURPOSE: To approve the Central Orange Insurance District Map which has been expanded <br />to include properties from the Cedar Grove Fire District that are not currently in an insurance <br />district. <br />BACKGROUND: This is a similar approach that Eno Fire Department and Caldwell Fire <br />Department took to address insurance concerns in their respective districts. <br />Certain properties in the southeast section of the Cedar Grove Fire District are over six (6) road <br />miles from the Cedar Grove Fire Station located on Hawkins Road. As a result, those properties <br />are not in an insurance district and rated as Class 10. In 2012, Orange Rural opened fire station <br />#3 which is located on Walker Road in the northern part of the district. The North Carolina <br />Department of Insurance, Office of the State Fire Marshal, Ratings and Inspection Division, <br />inspected and approved the station, apparatus and equipment. This location serves an area of <br />the Central Orange Fire Insurance District which is adjacent to the Cedar Grove Fire Insurance <br />District. <br />Staff has worked with representatives from the Cedar Grove Fire Department, Orange Rural <br />Fire Department, and the NC Department of Insurance to identify those affected areas. Staff <br />also worked with County Geographic Information Systems (GIS) staff to identify those parcels in <br />the Cedar Grove Fire District that are not in the Cedar Grove Fire Insurance District and <br />proposes to move these parcels into the Central Orange Insurance District, which is a Class 6 <br />District, thereby allowing approximately twenty (20) property owners to be inside a rated <br />insurance district. <br />GIS has produced a revised map of the Central Orange Fire Insurance District showing those <br />parcels now being added into the Central Orange Fire Insurance District. Upon approval by the <br />Board of the County Commissioners, the Office of the State Fire Marshal can legally approve <br />transfer of those affected parcels to the Central Orange Fire Insurance District. Approximately <br />18 homes will be added to the Central Orange Fire Insurance District as shown in the attached <br />Central Orange Fire Insurance District Revised Map.
