He said there would be additional toilets to accommodate assembly occupancy 7 requirements. He said there would also be a pre-function room and a Board of County 8 Commissioners function room, flanking the overall space. He said there would be a storage 9 room with a freight elevator, another pre-function and office area. 10 He said they would need to add a ramp in the back and support areas. He said that for 11 the theater arrangement plan, there is an expanded seating arrangement, additional portable 12 stage, along with flexible space. 13 Commissioner Gordon referenced her tour of the facility earlier in the day. She said the 14 Board of County Commissioners did walk through it previously and have discussed this 15 previously. She said there are some concerns, one of which is parking and another is the 16 impact on the residential neighborhood by both parking and noise. She said another concern is 17 the portable stage being moved in and out. She said that the arts group needs a permanent 18 stage and space that cultural arts groups have permanent access to. She said it seems that the 19 competing uses would have schedule conflicts. 20 Ken Redfoot said the project was looked at as a large theater that could then serve as a 21 BOCC meeting room; or just make it a permanent meeting space for Board of County 22 Commissioners only and use extra space for administrative offices. He said that the space 23 could provide approximately 20 offices, including a large flexible meeting and closed session 24 room; and there would still be space for enough restrooms to accommodate the number of 25 people using the space. He then reviewed the two options: 1) Large volume theater/BOCC 26 combination; and 2) BOCC Meeting space only with additional office space. 27 Commissioner Dorosin asked if the first option was also a meeting room only. 28 Ken Redford said that the first option would have fewer chairs for BOCC, but would have 29 an additional section for theater seating, making it a much larger space. He said this was to 30 accommodate adding a stage and a 300 seat venue. Commissioner McKee said the third 31 alternative would also be for Board of County Commissioners and for Town of Hillsborough and 32 the school board to use the meeting room, with no theater. 33 Commissioner Dorosin asked if one and two are the same but with different uses and 34 Ken Redford said yes. 35 Frank Clifton said that the first option provided another use besides just local 36 government, while the third option is strictly for local government use if the decision was not to 37 support the arts group. . 38 Commissioner McKee noted that with the third option the Board of County 39 Commissioners, the town and the school board would all use the space. 40 Jeff Thompson said that the two illustrations are estimated at $1.2-$1.4 million including 41 improvements outside of the facility with additional parking and paving. 42 Frank Clifton said neighborhood feedback was in favor of paving the parking lots and 43 that it makes sense to do landscaping along with paving. 44 Jeff Thompson said this is a sprinkled building and max capacity is 300 with 292 parking 45 spaces, according to the Fire Marshal. 46 Commissioner Price asked if the Town of Hillsborough said they wanted to have their 47 meetings there and Chair Jacobs said he did talk with mayor and they are interested. Chair 48 Jacobs said they are open to the idea of paying a fee for room usage when available, although 49 there is no hard and fast commitment yet. 50 Commissioner Price asked if there was another space for soccer fields if area five 51 playfields are paved.
