20 <br /> 1 Neighborhood. There was significant discussion on January 26 regarding the creation of a task <br /> 2 force to address these issues. On February 21, 2012 the Orange County Board of <br /> 3 Commissioners authorized the creation of a new Historic Rogers Road Neighborhood Task <br /> 4 Force to address sewer service and a community center. The composition of the Task Force <br /> 5 was to include two members appointed by each Town (Chapel Hill and Carrboro); two members <br /> 6 appointed from the County; and two members appointed from the Rogers Eubanks <br /> 7 Neighborhood Association (RENA). <br /> 8 The charge of the Historic Rogers Road Neighborhood Task Force was to investigate <br /> 9 and make recommendations to the Board of County Commissioners, the Chapel Hill Town <br /> 10 Council, and the Carrboro Board of Aldermen about how to proceed with neighborhood <br /> 11 improvements including funding sources and the financial impact to the County and Towns, for <br /> 12 the following: <br /> 13 1. Sewer Service to the Historic Rogers Road Neighborhood as defined by the <br /> 14 previously approved public water connections in the area. <br /> 15 <br /> 16 2. A Neighborhood Community Center. <br /> 17 <br /> 18 After the authorization of the task force, the task force had several meetings to work on <br /> 19 its outlined charge. The members of the task force have worked hard to come up with <br /> 20 recommendations to move us closer to a plan to provide sewer and a community center for the <br /> 21 Historic Rogers Road Neighborhood. In preparation for the Assembly of governments meeting <br /> 22 held on December 6, 2012, the task force compiled a final report and unanimously passed a <br /> 23 motion to support the continuation of the task force for an additional six months to give it more <br /> 24 time to complete the original charge. During the December 6th meeting, however, there were <br /> 25 varied opinions expressed about whether or not to continue the task force. <br /> 26 As community members, elected officials, and residents of the Rogers Road <br /> 27 Neighborhood we urge the County Commissioners to continue the task force. The task force <br /> 28 has not completed its identification of funding sources to provide sewer, which should be the <br /> 29 main focus if the task force continues to meet. We don't want to move backwards, and if the <br /> 30 task force continues, their charge will need to evolve based on the work done over the last year. <br /> 31 Many members in attendance at the Assembly of Governments meeting expressed a desire for <br /> 32 the task force to continue. The task force should also continue because it provides a formal <br /> 33 mechanism for community members to engage in the process to determine changes in their <br /> 34 neighborhood. <br /> 35 We are glad you are keeping the conversation about Historic Rogers Road alive. This <br /> 36 task force has made more progress than any other configuration of a task force and the task <br /> 37 force was effective at getting the Town Managers to meet, the Town Attorneys to meet, and in <br /> 38 getting feedback from OWASA and community members about providing sewer and a <br /> 39 community center. We urge you to act to continue the task force in your meeting on January <br /> 40 24th <br /> 41 <br /> 42 Chair Jacobs said that there is some interpretation of comments and documents about <br /> 43 municipalities using monies outside of their jurisdiction in order to address these issues. He <br /> 44 asked Lee Storrow if it was a commitment of the board to work this out. <br /> 45 Lee Storrow said that he was not a liaison to the task force, but he is committed and <br /> 46 willing to spend funds outside of the municipality. The Town Council has not taken a public <br /> 47 stance on this issue. <br /> 48 Chapel Hill Town Council Member Jim Ward said that he was one of the liaisons to the <br /> 49 task force from the Town of Chapel Hill and he found the experience very fruitful and strongly <br /> 50 encouraged them to continue to task force in some form.
