19 <br /> 1 homes in the Rogers Road neighborhood must be determined otherwise we are not fulfilling the <br /> 2 purpose of the Mitigation Plan which is to provide water and sewer service to this neighborhood <br /> 3 that has lived with our garbage for the past 40 years and will continue for the next 30 years or <br /> 4 more. <br /> 5 <br /> 6 The Task Force recommended that they remain in place for six more months to make sure that <br /> 7 the projects are moving forward as planned. The Task Force would then report back to each <br /> 8 jurisdiction the recommendation of the managers and lawyers once they have met and <br /> 9 determined the legal and monetary requirements. <br /> 10 <br /> 11 There is no question that this is a complicated project. The most positive outcome of the <br /> 12 meeting on December 6 is that you, the Commissioners, understood the complexity and the <br /> 13 urgency of moving forward. We sincerely appreciate the leadership of Pam Hemminger and <br /> 14 Valerie Foushee on the Task Force and agree with the recommendation that the Task Force <br /> 15 remains in place for the sole purpose of assuring the Community Center and sewer plans are in <br /> 16 place. As you heard, Task Force leaders believe that this will take no longer than six months. If <br /> 17 possible, former Commissioners Hemminger and Foushee should be invited to act as the <br /> 18 County representatives to assure continuity and to maintain the timeline. We look forward to <br /> 19 your continued dedication to finally complete the mitigation plan and provide this community the <br /> 20 services they deserve. <br /> 21 <br /> 22 On behalf of the Strategy Team of Justice United and Members of the Environmental Team, <br /> 23 Tish Galu, Strategy Team Chair <br /> 24 <br /> 25 Margaret Misch read a prepared statement: <br /> 26 "I am Margaret Misch, a member of the Community Church of Chapel Hill Unitarian <br /> 27 Universalist and Women's International league for Peace and Freedom —Triangle Branch, two <br /> 28 groups in Orange County that have support the Rogers-Eubanks Neighborhood Association <br /> 29 (RENA) and the Coalition to End Environmental Racism (CEER) at least since 2007. <br /> 30 I am here representing the Charles M. Jones Committee of the Community Church and <br /> 31 WI LPF to say we support the letter submitted by Chapel Hill Council Member Lee Storrow along <br /> 32 with Alderman Michelle Johnson to urge the Orange County Board of Commissioners to <br /> 33 continue the work of the Historic Rogers Road Task Force so that it can finish the work to <br /> 34 provide sewer and a community center to this area in the county that has been impacted by a <br /> 35 county landfill for 40 years. <br /> 36 I submit signatures on a copy of the Storrow-Johnson letter, signed by 40 members of <br /> 37 the Community Church in addition to those introduced by Lee Storrow. I urge the <br /> 38 Commissioners not let community center be held hostage while the arrangements for the sewer <br /> 39 lines are yet to be determined." <br /> 40 Chapel Hill Town Council Member Lee Storrow made reference to the Petition to <br /> 41 Maintain the Historic Rogers Road Task Force. He said that the Town Council supports the <br /> 42 continuance of the task force. The petition is shown below: <br /> 43 <br /> 44 Dear Chair Jacobs and Orange County Commissioners: <br /> 45 <br /> 46 As you are well aware, there have been many task forces, many elected officials, and <br /> 47 many hours spent on how to address the specific concern of water, sewer, and the impact of <br /> 48 the landfill on the Rogers Road Community. At the January 26, 2012 Assembly of <br /> 49 Governments meeting, the Orange County Board of Commissioners and the Town Boards <br /> 50 discussed the extension of sewer service and a community center for the Historic Rogers road <br />
