15 <br /> 1 • PROCEDURAL NOTE: <br /> 2 The reconvening of this hearing is solely to receive the Planning Board recommendation and <br /> 3 any additional written evidence submitted since the November 19, 2012 Quarterly Public <br /> 4 Hearing. <br /> 5 This hearing is not intended to solicit additional input from the public. While the BOCC may ask <br /> 6 staff questions related to the review of a given item, comments from the public shall not be <br /> 7 solicited. <br /> 8 <br /> 9 WHAT THIS PROPOSAL DOES: <br /> 10 • Clarify existing regulations. <br /> 11 • Add new definitions of light trespass, mercury vapor luminaire, light pollution, etc. to <br /> 12 Article 10 as recommended during Phase 1 of the UDO. <br /> 13 • Eliminate multiple definitions of the same term within Article 10 of the UDO. <br /> 14 • Address concerns expressed by Orange County Department of Environment Agriculture <br /> 15 Parks and Recreation (DEAPR) over height restrictions for athletic field lights. Height on <br /> 16 athletic field lights has been raised from 80 to 100 feet in Urban areas and from 60 to 90 <br /> 17 feet in Rural areas. <br /> 18 <br /> 19 ATHLETIC FIELD LIGHT ISSUE: <br /> 20 • 2 poles aimed at same <br /> 21 • aiming point but note difference in impact of spill and glare <br /> 22 • on adjacent properties. Restricting mounting height <br /> 23 • aggravate, not improve, the impact of spill and glare light <br /> 24 <br /> 25 PLANNING BOARD: <br /> 26 • Planning Board reviewed at its December 5, 2012 regular meeting. <br /> 27 • Voted to modify height limits on athletic field lights. 2 members voted to eliminate <br /> 28 regulation altogether. <br /> 29 • Voted unanimously to approve amendment package as contained in Attachment 2. <br /> 30 <br /> 31 RECOMMENDATION: <br /> 32 The Manager recommends the Board: <br /> 33 1. Receive the Planning Board's recommendation; <br /> 34 2. Close the public hearing; and <br /> 35 3. Decide accordingly and/or adopt the ordinance contained in Attachment 2 which <br /> 36 authorizes the text amendments. <br /> 37 <br /> 38 <br /> 39 A motion was made by Commissioner McKee, seconded by Commissioner Pelissier to: <br /> 40 1. Receive the Planning Board's recommendation; <br /> 41 2. Close the public hearing; and <br /> 42 3. Adopt the ordinance contained in Attachment 2 which authorizes the text amendments. <br /> 43 <br />
