These would be in addition to the <br /> 16 small existing permitted Eubanks Road landfill site. <br /> 17 Clarifying questions of the County Commissioners were answered by staff. <br /> 18 Commissioner Gordon said that she is concerned that two of these sites are parks and <br /> 19 that extensive clearing would have to be done. <br /> 20 Department of Environment, Agriculture, Parks and Recreation (DEAPR) Director Dave <br /> 21 Stancil said that on the Millhouse Road Park there is not a master plan or conceptual plan and <br /> 22 the proposed areas to be cleared are ones that would have been cleared eventually. On the <br /> 23 NE District Park, this area was identified as being used for something such as this along with <br /> 24 the park site. <br /> 25 Commissioner McKee said that the Millhouse site is two small tracts of three acres each <br /> 26 and these are not large areas. He said that it would be put back after it was used and he does <br /> 27 not have any problems with this. This is just planning ahead for something in the event of an <br /> 28 emergency. <br /> 29 Commissioner Price said that she was concerned about the conservation easement site <br /> 30 and she wants to respect the owner's wishes of not having any solid waste on the site. <br /> 31 Chair Jacobs said that the public should be confident that this would be done in the <br /> 32 most environmentally friendly manner. <br /> 33 Chair Jacobs said that the Board needs to start discussions about a conceptual plan for <br /> 34 the Millhouse Road Park. <br /> 35 A motion was made by Commissioner McKee, seconded by Commissioner Gordon to <br /> 36 1) Endorse Site B - Future Northeast District Park site (5.28 acres) and Site C — Future <br /> 37 Millhouse Road Park (expanded) site (approx. 14.9 acres) for inclusion in the Orange County <br /> 38 Emergency Management Plan as temporary emergency storm debris management sites and <br /> 39 authorize staff to proceed to obtain state permits for the sites; and 2) authorize the Manager to <br /> 40 inquire with the Triangle Land Conservancy (TLC) as to whether TLC would be amenable to <br /> 41 modifying the current conservation easement to allow use of the larger northern area of Site B - <br /> 42 Future Northeast District Park property as a temporary emergency storm debris management <br /> 43 site.
