14 <br /> 1 This the 11th day of December 2012. <br /> 2 <br /> 3 A motion was made by Commissioner Dorosin seconded by Commissioner Rich to approve the <br /> 4 resolution "ORANGE COUNTY BOARD OF COMMISSIONERS RESOLUTION LEVYING A <br /> 5 SEVEN DOLLAR ($7.00) VEHICLE REGISTRATION TAX ON MOTOR VEHICLES <br /> 6 REGISTERED IN ORANGE COUNTY" <br /> 7 <br /> 8 <br /> 9 VOTE: Ayes, 4; Nays, 2 (Commissioner McKee and Commissioner Price) <br /> 10 <br /> 11 <br /> 12 Commissioner Gordon restated her previous motion about Option B: <br /> 13 Orange County creates an agreement with the NCDMV for direct disbursement of <br /> 14 revenues to TTA with similar reporting as noted above each November, and that this agreement <br /> 15 be for a period not longer than four years. The period of time would be coordinated with the <br /> 16 four-year review specified in the Implementation Agreement. <br /> 17 Commissioner McKee said that it makes better sense to have a method of <br /> 18 disbursement. <br /> 19 VOTE: Ayes, 5; No, 1 (Commissioner Price) <br /> 20 <br /> 21 A motion was made by Commissioner Rich, seconded by Commissioner Dorosin to <br /> 22 approve the resolution authorizing the $3 additional TTA vehicle registration tax. <br /> 23 <br /> 24 "ORANGE COUNTY BOARD OF COMMISSIONERS RESOLUTION AUTHORIZING THE <br /> 25 RESEARCH TRIANGLE REGIONAL PUBLIC TRANSPORTATION AUTHORITY TO LEVY <br /> 26 THE FULL EIGHT DOLLAR ($8.00) VEHICLE REGISTRATION TAX ON MOTOR VEHICLES <br /> 27 REGISTERED IN ORANGE COUNTY" <br /> 28 <br /> 29 <br /> 30 VOTE: Ayes, 4; Nays, 2 (Commissioner McKee and Commissioner Price) <br /> 31 <br /> 32 A motion was made by Commissioner Gordon, seconded by Commissioner Dorosin to <br /> 33 request an annual update from TTA on the collection and disbursement of all taxes it is <br /> 34 authorized to administer for the OCBRIP and authorize the Chair to sign the three resolutions. <br /> 35 VOTE: Ayes, 6; Nays, 0 <br /> 36 <br /> 37 Chair Jacobs said that he hoped that Triangle Transit would follow up about discussions <br /> 38 about rural transit. <br /> 39 <br /> 40 b. Proposed Grant Submittal to the North Carolina Department of <br /> 41 Transportation (NCDOT) —Targeted Transit Assistance Program (TTAP) <br /> 42 The Board conducted a public hearing on a proposed grant submittal for North Carolina <br /> 43 Department of Transportation (NCDOT) 5310 funds — Elderly Individuals and Individuals with <br /> 44 Disabilities Program — and considered authorizing the Chair to sign the grant application and <br /> 45 related certifications and assurances. <br /> 46 Department on Aging Director Janice Tyler introduced this item. This grant submittal <br /> 47 would address the need as identified in the 2012-17 Master Aging Plan (MAP): <br /> 48 <br /> 49 MAP Objective 2.5: Orange County will encourage transportation services that enable <br /> 50 community mobility for older adults.
