G <br /> "-err <br /> Water Quality Improvements Program <br /> Grant Project Ordinance <br /> Project Number 11-440 <br /> Be it ordained by the Orange County Board of County Commissioner's that pursuant to Section 13.2 of <br /> Chapter 159 of the General Statutes of North Carolina,the following grant project is hereby adopted. <br /> Section 1. The project authorized is the Water Quality Improvements Program as awarded to the <br /> Orange County Soil and Water Conservation District by the North Carolina Department <br /> of Environment and Natural Resources and the Natural Resources Conservation Service <br /> of the US Department of Agriculture. The planned five-year project, to be reviewed <br /> annually,is anticipated to extend until September 30, 2003. This five year grant provides <br /> funding for a Conservation Specialist position. Funds will provide technical assistance to <br /> landowners and farmers in identifying, planning, and implementing nutrient run-off <br /> reduction practices to reduce the amount of nitrogen entering the Neuse River basing by <br /> 30%. <br /> Section 2. Under the terms of the agreement, Orange County will administer the grant as fiscal agent. <br /> The officers of the County are hereby directed to proceed with the grant project within the <br /> rules and regulations contained in the Joint Agreement between Orange County, the North <br /> Carolina Department of Environment and Natural Resources, and the United States <br /> Department of Agriculture, Natural Resources Conservation District and the budget <br /> contained herein. <br /> Section 3. The following revenue is anticipated to be available to complete this project: <br /> Intergovernmental(1998-99) $33,050 <br /> Intergovernmental(1999-00) $33,836 <br /> Intergovernmental(2000-01) $34,744 <br /> Total Intergovernmental $101,630 <br /> Section 4. The following amount is appropriated for this project: <br /> Community Maintenance - Water Quality Improvements <br /> Program $101,630 <br /> Section 5. The finance officer is hereby directed to maintain within the grant project sufficient <br /> specific detailed accounting records to provide the accounting to the grantor agency <br /> required by the grant agreement and federal and state regulations. <br />
