13 <br /> Planning Board Resolution <br /> RESOLUTION <br /> OF THE <br /> ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS <br /> Date of Meeting: June 6, 2000 <br /> Name of Subdivision: Richmond Hills <br /> Owner/Applicant: Susan Levy, agent for Habitat for Humanity <br /> The Board of County Commissioners hereby approves Richmond Hills subdivision Preliminary <br /> Plat, dated March 15, 2000 and containing 43 lots, subject to the fulfillment of requirements <br /> specified herein. <br /> Alice Miller Court, Midvale Drive and Boundbrook Drive shall be irrevocably dedicated to the <br /> general public and be constructed to standards of the North Carolina Department of <br /> Transportation (NCDOT). The approval of this resolution authorizes and directs the Orange <br /> County Manager to accept for the County and on behalf of the public generally, the offer of <br /> dedication of Alice Miller Court, Midvale Drive, and Boundbrook Drive. This acceptance of <br /> dedication to the general public shall be without maintenance responsibility. These roads shall be <br /> maintained by the owner/applicant (Habitat for Humanity) until such time as they are accepted <br /> for maintenance by NCDOT or some other governmental body. <br /> Before the Final Plat of Richmond Hills can be recorded: <br /> A. Sewage Disposal and Water Lines <br /> 1. Each residential lot shall be provided a sewer line stub out in accordance with <br /> Orange County sewer connection guidelines. <br /> 2. Sewer line construction drawings shall be approved by the County Engineer and <br /> shall be either bonded or constructed prior to final plat approval. Dedication to <br /> Orange County of the sewer easements that are outside of the public right-of-way <br /> shall be shown on the Final Plat prior to Planning Department signatures on the <br /> Final Plat. Prior to issuance of any occupancy permits the developer shall <br /> submit a copy of a letter from the County Engineer that the lines have been <br /> installed and dedicated to Orange County. `As-built' drawings shall be submitted <br /> to and approved by County Engineer prior to issuance of the first certificate of <br /> occupancy. <br /> 3. The pump station shall be contained within a metes and bounds defined easement <br /> granted to Orange County. The easement area shall be sufficiently large enough to <br /> allow service and maintenance of the pump station facility. At least one 9' x 20' <br /> parking space shall be provided for a service vehicle. A metes and bounds legal <br /> description of the proposed forced main line easement shall be shown on the final <br /> plat. The perimeter of the pump station easement area shall be surrounded by a <br />
