NORTH CAROLINA A RESOLUTION AMENDING THE ORANGE <br /> COUNTY COMPREHENSIVE PLAN <br /> ORANGE COUNTY <br /> WHEREAS, conditions have changed or are changing as cited in the application <br /> requesting the amendment;and <br /> WHEREAS, the proposed amendment to the Orange County Comprehensive Plan <br /> referenced as CP-1-00 supports the concept of sustainability in that the proposed amendment <br /> provides a positive balance among the interdependence of the economy (quarry operation), the <br /> environment,and long-term water resource needs of the local population;and <br /> WHEREAS, the creation of an additional water supply resource for Orange Water and <br /> Sewer Authority will create a long-term public good;and <br /> WHEREAS, CP-1-00 creates the opportunity for the Board of County Commissioners to <br /> consider a planned development special use district for the affected property which will: <br /> 1. Create a finite time limit on excavation operations. <br /> 2. Impose mitigation measures agreed to by American Stone Quarry <br /> and OWASA during mediation discussions which will promote a <br /> more environmentally sound and safe operation. <br /> WHEREAS, approving the amendment is in the best interests of the citizens of Orange <br /> County. <br /> NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of <br /> Commissioners: <br /> 1. That the County of Orange adopts the Orange County <br /> Comprehensive Plan Amendment(CP-1-00);and <br /> 2. That CP-1-00 becomes effective upon passage of this Resolution. <br /> Upon motion of Commissioner Barry Jacobs, seconded by Commissioner Margaret <br /> Brown,the foregoing resolution was adopted this 29th day of June, 2000. <br /> I, Beverly A.
