59 <br />II. Recommendations <br />This report documents the development of the YEAR Orange County CTP as shown in <br />Figure 1. This chapter presents recommendations for each mode of transportation in <br />the County. <br />Implementation <br />The CTP is based on the projected growth for the planning area. It is possible that <br />actual growth patterns will differ from those logically anticipated. As a result, it may be <br />necessary to accelerate or delay the implementation of some recommendations found <br />within this plan. Some portions of the plan may require revisions in order to <br />accommodate unexpected changes in development. Projects <br />can only move into the project development phase after first being ranked in NCDOT's <br />Prioritization Process and programmed into the State Transportation Improvement <br />Program (STIP), which requires coordination with local MPOs and RPOs. Once <br />programmed, the MPOs and RPOs play a significant role (as a concurring member on <br />the team that oversees the project development and permitting process) in the location <br />and design of projects as they move through the process. These projects must be in <br />compliance with local plans and undergo additional public involvement efforts. Orange <br />County is a member of the Triangle Area RPO and thus represented by the RPO <br />throughout this process. <br />Local governments may use the CTP to guide development and protect corridors for the <br />recommended projects. It is critical that NCDOT and local government coordinate on <br />relevant land development reviews and all transportation projects to ensure proper <br />implementation of the CTP. Local governments and NCDOT share the responsibility for <br />access management and the planning, design and construction of the recommended <br />projects. <br />Prior to implementing projects from the CTP, additional analysis will be necessary to <br />meet the National Environmental Policy Act (NEPA) or the North Carolina (or State) <br />Environmental Policy Act (SEPA). This CTP may be used to provide information in the <br />NEPA/SEPA process. <br />II -1 <br />
