PROCESS: A Comprehensive Transportation Plan (CTP) Steering Committee, comprised of <br />representatives of those groups, has coordinated to complete the draft. The following tasks <br />have been completed: <br />• Held a public workshop to kick off the process (September 2009) <br />• Conducted an on -line public survey (October — November 2009); Collected current traffic <br />data and projected future traffic (August 2010 — October 2010) <br />• Analyzed traffic growth rates to use in final data projections (November 2010) <br />• Prepared a highway deficiency analysis (November — December 2010) <br />• Held a public input meeting on the deficiency analysis (February 2011) <br />• Developed alternatives and draft recommendations for all modes (March- August 2011) <br />• Held public drop in session and collected County advisory board input (September 2011) <br />• Board of County Commissioners (BOCC) received draft CTP maps and provided input <br />(October 2011) <br />• Project delayed to rectify boundaries between the Burlington- Graham and Durham - <br />Chapel Hill - Carrboro Metropolitan Planning Organizations (January 2012 — November <br />2012. <br />• Orange County Planning staff reviewed a rough draft of the CTP report and provided <br />comments to NCDOT Transportation Planning Branch staff (December 2012). <br />• NCDOT Transportation Planning Branch staff revised draft Plan for public hearing <br />(January 2013). <br />January 24, 2012 BOCC Public Hearing — The Orange County BOCC held a public hearing on <br />the draft CTP January 24"'. Three individuals spoke at the hearing. Meeting notes, including <br />staff commentary, are included in Attachment 1. <br />OUTBoard Recommendation — At its meeting on February 20, 2013, the OUTBoard <br />unanimously recommended approval of the draft CTP to include the revisions as provided in <br />Attachment 2. Draft Minutes of the meeting are provided as Attachment 3. <br />Adoption Process — The BOCC will be asked to consider adoption of the Plan in two parts: <br />Part 1, adoption of Sheets 1 -5 (4 Maps), as provided in Attachment 5; and <br />Part 2, adoption of the technical report (Attachment 4). It should be noted that Sheets 1- <br />5 (Attachment 5) can also be found within the technical report (Attachment 4), albeit at a <br />smaller, 8.5 x 11 page size. <br />Following is the anticipated schedule and sequence of events- <br />1 . BOCC consideration of Part 1 (this meeting); <br />2. TARPO endorsement of Part 1 (Spring 2013); <br />3. NCDOT Transportation Planning Branch staff recommendation of Part 1 to NCDOT <br />Board of Transportation (Spring 2013); <br />4. NCDOT Board of Transportation adopts only Part 1 (Spring 2013); <br />5. NCDOT Transportation Planning Branch distributes the technical report for external <br />review by other staff within NCDOT (local contacts and modal contacts), a designated <br />member of NCDOT Board of Transportation, TARPO, and Orange County (any <br />comments collected are to be forwarded to the BOCC); <br />6. NCDOT Transportation Planning Branch staff finalizes the report and distributes the final <br />document including previously adopted Map Sheets; and <br />
