The Executive Committee cannot allocated funds; that can only be done by <br /> the full board. <br /> The Nominating Committee functions annually(each August)to nominate a new slate of officers for <br /> the coming year. New officers are voted on each September by our full board. <br /> All other committees are ad-hoc, created as needed for a specific purpose. <br /> The OCAC meets the 2nd Monday of each month (except for July)at various locations on Orange <br /> County. (max. 3300 characters and spaces) <br /> The Orange County Arts Commission has always had office space only. We currently have office <br /> space only at 501 W. Franklin Street in Chapel Hill, NC. We are housed inside the Chapel Hill/Orange <br /> County Visitors Center. We are a county arts agency organizationally located inside the Chapel Hill/ <br /> Orange County Visitors Bureau, under the governmental structure of the Economic Development <br /> Commission. Orange County owns the building in which our office is currently located. <br /> Our current location is unique for a local arts council/commission in NC in that we are physically <br /> located inside a visitors center. <br /> Our programming is done in other facilities,which are usually provided rent-free(such as The <br /> ArtsCenter in Carrboro for our"Artists'Salons"and the Burwell School Historic Site in Hillsborough for <br /> our district-wide receptions for the Fourth US Congressional District High School Art Competition). <br /> 11. Describe your organization's financial condition. Include information about any debt, <br /> deficits, endowment,surpluses, or cash reserves. Describe how your organization exercises <br /> effective fiscal control and accountability. Upload a financial statement or audit for your most <br /> recently completed fiscal year(2011-12). (max. 3300 characters and spaces) <br /> Our fiscal year is July 1-June 30.As a part of Orange County government,we submit our budget <br /> request in March each year to the Director of the Chapel Hill/Orange County Visitors Bureau. It then <br /> goes to the Executive Director of the Orange County Economic Development Commission for review. <br /> Then on to the County Manager,who submits his proposed county budget to the Board of County <br /> Commissioners (BOCC)for their review.The BOCC adopts a county budget by June 30th each year <br /> for the upcoming fiscal year. <br /> As an agency of county government,there are many checks and balances to hold us accountable. <br /> For example, I do not have access to the county's financial system (MUNIS). I must work with the <br /> Administrative Assistant(who has access to the county's financial system)for check requests,etc. - <br /> essentially for all things "financial". <br /> Once approved by the BOCC, the budget of the Orange County Arts Commission is solid. It is <br /> currently within the total budget of the Chapel Hill/Orange County Visitors Bureau,funded by hotel/ <br /> motel taxes collected by Orange County. <br /> Orange County government has received positive evaluations from the major bond rating agencies. <br /> For fiscal year ending June 30, 2012, the County's bond ratings received Aa1 with a Positive Outlook, <br /> #DCP0004 Page 13 <br />
