Feasibility Study for South Church Street concerning Daniel Boone Village and to <br /> develop access management for other businesses in the South Churton Street corridor. <br /> The Board of County Commissioners has seen this report once and the next step is for <br /> formal adoption by the Board of County Commissioners and the Town of Hillsborough. <br /> Chair Brown asked Craig Benedict what the staff needs to do. Craig Benedict that they <br /> could put a transportation policy document together. In the interim, they could bring <br /> back the Orange Grove study report with recommendations for adoption and proceed <br /> with grant proposals. <br /> Commissioner Jacobs said that he commends to Hillsborough's board that part of the <br /> proposals include looking ahead to some of the development possibilities in the area and <br /> how to address some of the traffic issues. Also, there has been a lot of discussions <br /> about pedestrian access and a citizen, Nancy Baker, brought forth to the Commissioners <br /> some information about pedestrian bridges. <br /> Chair Brown mentioned that Commissioner Carey is in Washington, DC and that <br /> Commissioner Gordon is sick. <br /> 2. Orange County Comprehensive Plan Land Use Element— Evaluation of <br /> Urban/Rural Transitions (Orange County Planning) <br /> Craig Benedict said that Orange County is undergoing an update to the 1981 Land Use <br /> Plan for the entire County. A Comprehensive Plan Land Use Committee was created to <br /> look at the complete County area to see what needed to be done for the land use plan. <br /> After nine months of meetings, the committee determined that for areas outside the <br /> water and sewer boundaries, the decisions are clearer. He pointed out some areas on a <br /> map. The issues for the County and Hillsborough to work together on are the transition <br /> areas and if they are appropriate now. <br /> Chair Brown asked Craig Benedict how to deal with this. Craig Benedict said that staff <br /> can meet to find the feasibility of growth in this area and make a report to the boards or <br /> an assigned task force on the parameters of our land. <br /> Michael Gering said that Hillsborough does have some policies about boundaries that <br /> are less than their water sewer boundary but outside their current ETJ. This may be a <br /> good start with the staff. <br /> Mark Sheridan said that they are overcome with applications and have to decide where <br /> to go with growth. He said that there is a challenge of finding a place to go because <br /> when you leave Hillsborough, you are in the country until you get to Chapel Hill and that <br /> is one of the appealing characteristics of Orange County. <br /> Craig Benedict said that there is a blurred line between urban and rural growth and the <br /> lines need to be more finite. <br /> Commissioner Jacobs asked the Hillsborough board members about the visioning <br /> process and what the status is on this issue. Michael Gering said that they took it as far <br /> as they could as a town board. They tried to get help from some professionals at NCSU <br /> and have not had any success in locating anyone to help them. <br />
