ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 15, 2008 <br />Action Agenda <br />Item No. <br />SUBJECT: NC Criminal Justice Partnership Program (CJPP) Continuation Grant <br />Application <br />DEPARTMENT: Social Services <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />NC Department of Correction <br />Gontinuation Grant Application <br />INFORMATION CONTACT: <br />Sharron Hinton, 245-2840 <br />PURPOSE: To approve the state grant application for the continuation of program services <br />provided through the NC Criminal Justice Partnership Program (CJPP) for FY 2008-2009. <br />BACKGROUND: Since FY 1994-1995, Orange County has served as the fiscal agent <br />administering grant funds for CJPP-related program services in Orange and Chatham counties. <br />This grant application requests $169,973 to maintain program operations. Of this amount, <br />$10,000 is designated for administrative support with the balance contracted with Freedom <br />House Recovery Center. Orange County contracts with Freedom House Recovery Center to <br />operate the Orange/Chatham Resource Center. <br />The goals of the resource center are: <br />'I. To eliminate the cost barrier to treatment for the offender population; <br />2. To maintain motivation for treatment through treatment support, probation, court <br />supervision, and community supports, providing close liaison between the entities; <br />3. To strive for maintaining abstinence from illegal substances, measured by frequent, <br />random drug screens; <br />4. To promote abstinence from substance use, measuring compliance through frequent, <br />random drug screening, assessing relapses when they occur through treatment planning <br />and individualized treatment goals; and <br />5. To provide case management around key issues of employment, education, life skills <br />issues, as measured by NC TOPPS Outcome Assessment Instrument and Global <br />Assessment of Functioning (GAF). <br />Available services offered by the Orange/Chatham Resource Center include: <br />^ Intake Assessment <br />• Intensive and Regular Outpatient Substance Abuse Treatment Services <br />
