BE IT FURTHER RESOLVED that this resolution be presented to Mr. Steve Yuhasz, with a <br /> copy sent to the media, and that the Resolution be spread upon the minutes of <br /> this meeting. <br /> This the twentieth day of November 2012. <br /> Commissioner Yuhasz said that it has been a pleasure to work with this Board and the <br /> staff. <br /> Chair Pelissier said that she has enjoyed so much working with all three out-going <br /> Commissioners and she thanked them for their many hours of service to Orange County. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda <br /> Don O'Leary said that today he has brought the constitution versus the U. N. ICLEI Charter <br /> comparison by Richard Rothchild, a County Commissioner in Maryland. He read from this. <br /> The document basically had statements that were contradictory. He said that the Constitution <br /> represents freedom, but the Article 21 represents government control of all. <br /> b. Matters on the Printed Agenda <br /> (These matters were considered when the Board addressed that item on the agenda <br /> below.) <br /> 3. Petitions by Board Members <br /> Commissioner Jacobs said that he would like to request for staff to take notes at any <br /> public information meeting to share with the BOCC as opposed to summarized notes. <br /> Commissioner McKee agreed. <br /> Commissioner Jacobs made reference to a petition that he made on November 8th. He <br /> said that he did not ask what events were being planned by Orange County. He said that <br /> there used to be a person in a position of Veteran's Affairs who organized a Veteran's Day <br /> event that was very well attended. He was encouraging the Board to continue this tradition <br /> when a new person is hired. <br /> 4. Proclamations/ Resolutions/ Special Presentations <br /> a. Presentation of Comprehensive Annual Financial Report FYE 6/30/2012 <br /> The Board received the Comprehensive Annual Financial Report (CAFR) for the fiscal <br /> year ended June 30, 2012. <br /> Assistant County Manager/Chief Financial Officer Clarence Grier said that they will be <br /> presenting the CAFR for fiscal year ending June 30, 2012. One of the notable things in the <br /> audit is that Orange County has had a substantial increase in the fund balance and most came <br /> from internal savings from holding positions vacant and consolidation of departments. The <br /> fund balance is approximately 21-22%. The goal is 17%. The audit was performed by Martin <br /> Starnes, CPA of Hickory, North Carolina. Crystal Waddell, Audit Manager, performed the <br /> audit. She presented the financial statement. <br /> Crystal Waddell said that they are waiting on the Local Government Commission to <br /> approve the report, but she anticipates no changes. <br />
