The cost of <br /> Solid Waste/Landfill programs is completely offset by landfill tipping fees, recycling sales, <br /> interest income and appropriated fund balance. <br /> In order for the County to incur financial obligations and pay salaries and other bills for the <br /> new County department, it is necessary for the Board of Commissioners to amend the <br /> County's 1999-00 fiscal year budget. The attached amendment provides the mechanism <br /> for staff to establish a new County fund entitled Solid Waste/Landfill Operations. Approval <br /> of this amendment ensures that there will be no lapse in financial activity for the new <br /> department during the handover in operations from Chapel Hill to the County. Staff <br /> anticipates requesting that the Board approve one or more subsequent budget <br /> amendments later this fiscal year, as the Town of Chapel Hill makes adjustments to their <br /> revenue and expenditure records and completes the financial audit of their Landfill <br /> Enterprise Fund for operations through April 16, 2000. <br /> FINANCIAL IMPACT: Operating expenditures for this program are totally offset by <br /> anticipated revenues, so there is no impact on the County's General Fund. <br />
