Health Department <br />3.At its January 24, 2013 meeting, the Board of County Commissioners approved an <br />appropriation of $25,000 from the County’s Unassigned General Fund fund balance <br />to support the Health Department’s five-month Nicotine Replacement Therapy (NRT) <br />pilot project(leaving an Unassigned General Fund fund balance of approximately <br />$28,367,741). This project will help assess if providing free NRT can significantly <br />increasethe number of smokers who quit in Orange County. This budget <br />amendment provides for the fund balance appropriation of $25,000 from the General <br />Fund for the above stated purpose. (See Attachment 1, column 3) <br />4.The Health Department has received additional revenuesfor the following programs: <br />Diabetes Prevention Program <br /> - additional $1,500 from the Chronic Disease <br />and Injury Branch of the N.C. Division of Public Health. These funds will be <br />used to support the department’s existing Diabetes Prevention and Control <br />Program through education and outreach. <br />Human Papilloma Virus (HPV)Education Grant <br /> – notification of the receipt <br />of a $10,000 grant to develop Teen Health Educator groupsin County schools <br />for the period of February 1, 2013 – September 30, 2013. This budget <br />amendment provides for the receipt of funds to be received in this fiscal year <br />($5,714),while the remaining portion of the grant funds($4,286)will be <br />received next fiscal year andwill be included in the department’s FY 2013-14 <br />budgetrequest.The effort will be modeled after the Tobacco Reality <br />Unfiltered (TRU) group, which has been highly successful. The group will be <br />trained in safe sex practices with a focus on appropriate referral sources for <br />teens and the promotion of Human Papilloma Virus vaccine. Parental <br />permission to participate will be required. <br />Thisbudget amendment provides for the receipt of these additional funds mentioned <br />above. (See Attachment 1, column 4) <br />Department of Social Services/Housing, Human Rights and Community Development <br />5.At its January 24, 2013 meeting, the Board of County Commissioners approved the <br />acceptance of an Emergency Solutions Grant Program award of $162,673 from the <br />North Carolina Department of Health and Human Services(DHHS).The purpose of <br />the Emergency Solutions Grant Program is to provide homelessness prevention <br />assistance to households who are at risk of homelessness, and assist with <br />emergency shelter operations, as well as provide assistance to rapidly re-house <br />persons who are homeless. This budget amendment provides for the receipt of these <br />grant funds, and establishes the following Grant Project Ordinance:(See Attachment <br />1, column 5) <br /> <br />
