Reports-NONE <br /> 7 <br /> 8 9. County Manager's Report <br /> 9 Frank Clifton welcomed new members of the Board and recognized the seated <br /> 10 members and others. He said that about four years ago, they were in much more <br /> 11 difficult times financially with recession and property re-evaluations and the Board in its <br /> 12 wisdom adopted some strong financial policies and made some difficult budget <br /> 13 decisions. He recognized that thanks to those decisions, we are in much better <br /> 14 financial shape. He gave credit to the board and the financial staff. <br /> 15 He said the county has just been recognized by a AAA bond rating. He noted <br /> 16 that this means lower interest on debt and more assurance that bondholders will be <br /> 17 paid. He recognized the county staff for this achievement. <br /> 18 Chair Jacobs asked about a press release regarding a new emergency services <br /> 19 director. <br /> 20 Frank Clifton said that this will be presented at the December 11th meeting when <br /> 21 the director is officially on board. <br /> 22 <br /> 23 :!Q: County Attorney's Report <br /> 24 John Roberts said in this past spring there were problems with the Orange <br /> 25 County and Durham County line. He said they had just fixed the Alamance and Orange <br /> 26 County line, but the Durham County line is different. They do know that the Durham <br /> 27 County line is on maps. It was established by a court decision in the 1960's and can be <br /> 28 mapped with current technology. The problem is that during the 1960's, 70's and 80's <br /> 29 taxes were collected by Orange County on properties that are on the Durham County <br /> 30 side of the line and vice versa. From this taxation, somehow, elections and schools <br /> 31 have gotten mixed up with this as well. He said that when tax directors get together and <br /> 32 start collecting, quite a few residences and apartment complexes in the CHCCS district <br /> 33 may end up being shifted and going to Durham County schools. Durham County staff <br /> 34 is not interested in taking this to their boards and the tax administrators are meeting <br /> 35 tomorrow. They have statutory requirements regarding discovery of properties. There <br /> 36 is no way to do an inter-local meeting to keep kids in their school districts without <br /> 37 involving the school boards or doing a local act similar to that of Alamance. The <br /> 38 Durham staff does not appear interested in doing that. He said after the tax <br /> 39 administrators meet, he will generate a report. The Board of County Commissioners <br /> 40 may want to meet with their counterparts in Durham to see if there is any desire to fix <br /> 41 this problem. <br /> 42 Chair Jacobs asked about the nature of the changes and Mr. Roberts clarified <br /> 43 that the properties in question were mostly going from Orange to Durham.
