She said that if the Board wanted <br /> 2 her to stay and work for the next 6 months then she would. <br /> 3 Commissioner Hemminger said that she would also be willing to stay and work with this <br /> 4 task force if needed. <br /> 5 Commissioner McKee made a motion to continue the appointments of Commissioner <br /> 6 Foushee and Commissioner Hemminger on this task force. <br /> 7 <br /> 8 Commissioner Hemminger said that the composition would have to be changed in order <br /> 9 to do this. <br /> 10 Commissioner McKee withdrew his motion. <br /> 11 Commissioner Hemminger said that they could be appointed as ex-officio officers. She <br /> 12 said that the two County Commissioners coming on have been involved in the meetings. <br /> 13 Commissioner McKee said that in the interest of continuity, he would like to see them <br /> 14 continue in some manner. <br /> 15 Commissioner Hemminger said that she and Commissioner Foushee would be at the <br /> 16 Assembly of Governments meeting to answer questions. <br /> 17 Commissioner Jacobs endorsed Commissioner McKee's sentiment and said that at the <br /> 18 December 11th meeting they can raise this issue and find a way to engage Commissioner <br /> 19 Hemminger and Commissioner Foushee. <br /> 20 Commissioner Jacobs asked Commissioner Hemminger and Commissioner Foushee if <br /> 21 they envision that before the six months expires that this group will talk about other phases of <br /> 22 what can be done or if this would conclude the work of the task force. <br /> 23 Commissioner Hemminger said that they were concerned about the water and sewer <br /> 24 issue and this is why they asked to extend the task force. <br /> 25 Commissioner Jacobs asked if there was any thought of any charge going beyond the <br /> 26 community center and Commissioner Hemminger said that there was none discussed. <br /> 27 Commissioner Foushee said that what has made this task force so successful is that <br /> 28 they knew the charge and they never strayed from that charge. <br /> 29 Commissioner McKee made reference to item 1-b on the sewer item and asked if the <br /> 30 sewer district would include the historic neighborhood. <br /> 31 Michael Talbert said that this is the intent. The Planning Directors from the Towns of <br /> 32 Carrboro and Chapel Hill are going to figure out how many lots would benefit from this system. <br /> 33 Commissioner McKee said that his concern would be assessments against some of the <br /> 34 historic homes and he is not sure how this will be implemented. He does not want these folks <br /> 35 to be burdened with an assessment. <br /> 36 Frank Clifton said that one of the underlying issues is that once sewer is brought into <br /> 37 this neighborhood, the property will be changed dramatically and some properties will be ready <br /> 38 for development expansion. They are trying to come up with some methodology that any <br /> 39 development that comes in will have to bear some of the cost of the water and sewer. <br /> 40 Commissioner Yuhasz made reference to the payments budgeted for the Greene Tract <br /> 41 that were earmarked for the Solid Waste Enterprise Fund. He asked if there were plans to <br /> 42 make up the $200,000+ from the Enterprise Fund. <br /> 43 Frank Clifton said that the purpose of the Managers recommending continuation of <br /> 44 those funds is because they are already budgeted with each budget as an annual expense out <br /> 45 of the general fund. The Enterprise Fund will be reimbursed within the next years. <br /> 46 Commissioner Jacobs made reference to the historic neighborhood and said that there <br /> 47 is another hurdle regarding protecting the integrity of the existing historic Rogers Road <br /> 48 community when you change the character of the development that is possible.
