7 <br /> 1 Clarence Grier said that tonight they get to recognize the Finance staff for this GFOA <br /> 2 report. The staff in attendance were Shari Rasberry, Howard Fitz, David Cannel, Michelle <br /> 3 Brooks, Kim Cattrell, Katina Perry, and Phyllis Fontes. <br /> 4 Clarence Grier accepted the achievement award on behalf of the Finance department. <br /> 5 <br /> 6 c. Proclamation — Emancipation Proclamation 150th Anniversary <br /> 7 The Board considered approving a proclamation officially commemorating the 150th <br /> 8 anniversary of the Emancipation Proclamation and authorizing the Chair to sign. <br /> 9 Colin Austin, Human Relations Commission Co-Chair, said that one of the activities they <br /> 10 have been involved in is to plan to recognize the Emancipation Proclamation. There has been <br /> 11 a subcommittee that has been meeting with other community organizations and leaders to plan <br /> 12 a series of activities. He read the proclamation. <br /> 13 <br /> 14 PROCLAMATION <br /> 15 <br /> 16 150TH Anniversary of the <br /> 17 EMANCIPATION PROCLAMATION <br /> 18 <br /> 19 WHEREAS, the Orange County Human Relations Commission is committed to <br /> 20 promoting equal treatment, opportunity and understanding throughout the community; and <br /> 21 <br /> 22 WHEREAS, January 1 , 2013 will mark the 150th Anniversary of the issuance of the <br /> 23 Emancipation Proclamation by President Abraham Lincoln that declared "that all persons held <br /> 24 as slaves" within the rebellious states "are, and henceforward shall be free"; and <br /> 25 <br /> 26 WHEREAS, by this act, thousands of enslaved African men, women and children were <br /> 27 set free from the degradation of human slavery; and <br /> 28 <br /> 29 WHEREAS, this Anniversary commemoration recognizes an important period in our <br /> 30 country's history and "provides an opportunity for all people of the United States to learn more <br /> 31 about the past and to better understand the experiences that have shaped the Nation"; and <br /> 32 <br /> 33 WHEREAS, the Orange County Human Relations Commission encourages Orange <br /> 34 County residents to "celebrate in accordance with the spirit, strength, and legacy of freedom, <br /> 35 justice, and equality for all people of America"; and <br /> 36 <br /> 37 WHEREAS, Orange County is committed to preserving the progress made in the area <br /> 38 of equality during the last 150 years since the issuance of the Emancipation Proclamation; <br /> 39 <br /> 40 <br /> 41 NOW, THEREFORE, We, the Orange County Board of Commissioners, do hereby <br /> 42 acknowledge the 150th Anniversary of the Emancipation Proclamation on January 1 , 2013 and <br /> 43 encourage and challenge all County residents to learn more about this historic document <br /> 44 throughout the year. <br /> 45 <br /> 46 This the 20t" day of November 2012. <br /> 47 <br /> 48 <br />
