5
1 This the twentieth day of November 2012.
2
3
4 Commissioner Yuhasz said that it has been a pleasure to work with this Board and the
5 staff.
6
7 Chair Pelissier said that she has enjoyed so much working with all three out-going
8 Commissioners and she thanked them for their many hours of service to Orange County.
9
10
11 2. Public Comments
12 a. Matters not on the Printed Agenda
13 Don O'Leary said that today he has brought the constitution versus the U. N. ICLEI Charter
14 comparison by Richard Rothchild, a County Commissioner in Maryland. He read from this. The
15 document basically had statements that were contradictory. He said that the Constitution
16 represents freedom, but the Article 21 represents government control of all.
17
18 b. Matters on the Printed Agenda
19 (These matters were considered when the Board addressed that item on the agenda
20 below.)
21
22 3. Petitions by Board Members
23 Commissioner Jacobs said that he would like to request for staff to take notes at any
24 public information meeting to share with the BOCC as opposed to summarized notes.
25 Commissioner McKee agreed.
26 Commissioner Jacobs made reference to a petition that he made on November 8t". He
27 said that he did not ask what events were being planned by Orange County. He said that there
28 used to be a person in a position of Veteran's Affairs who organized a Veteran's Day event that
29 was very well attended. He was encouraging the Board to continue this tradition when a new
30 person is hired.
31
32 4. Proclamations/ Resolutions/ Special Presentations
33 a. Presentation of Comprehensive Annual Financial Report FYE 6/30/2012
34 The Board received the Comprehensive Annual Financial Report (CAFR) for the fiscal
35 year ended June 30, 2012.
36 Assistant County Manager/Chief Financial Officer Clarence Grier said that they will be
37 presenting the CAFR for fiscal year ending June 30, 2012. One of the notable things in the
38 audit is that Orange County has had a substantial increase in the fund balance and most came
39 from internal savings from holding positions vacant and consolidation of departments. The fund
40 balance is approximately 21-22%. The goal is 17%. The audit was performed by Martin
41 Starnes, CPA of Hickory, North Carolina. Crystal Waddell, Audit Manager, performed the audit.
42 She presented the financial statement.
43 Crystal Waddell said that they are waiting on the Local Government Commission to
44 approve the report, but she anticipates no changes.
45
46 Orange County
47 2012 Audited Financial Statements
48 Audit Highlights
49 ❑ Unqualified opinion
50 Staff was fully prepared and cooperative
