Additionally, staff has worked to maximize the utility and <br />effectiveness of its current facilities while minimizing their associated costs and burdens. <br />This presentation offers the BOCC flexibility in its discussion regarding needs and potential uses <br />where the BOCC can provide guidance for both short and long term horizons. The ideas <br />conveyed during this presentation are conceptual in nature. County staff from the Manager's <br />Office, Asset Management Services ( "AMS "), the Department of Environment, Agriculture, Parks <br />& Recreation ( "DEAPR "), the Board of Elections, and Planning & Inspections have collaborated <br />on these concepts. <br />Should the BOCC direct the Manager to pursue one or several courses of action, a more <br />detailed space programming and design process would follow as part of the current Capital <br />Investment Plan (CIP) process. <br />Staff and the County's consultant, Ken Redfoot of Corley, Redfoot Architects, will present and <br />guide the Board through each of the following space considerations. <br />1. Whitted Location: BOCC permanent meeting space as the primary use; multi - purpose <br />meeting & cultural center space as the secondary use <br />At the November 13, 2012 work session, the BOCC discussed re- purposing the former library <br />space on the second floor of the Whitted Facility as a permanent meeting room with a multi- <br />purpose capability for housing a variety of public meeting and event uses. This space would <br />also be available for events managed by the Orange County Cultural Center ("OCCC"). <br />This discussion was founded on a February 23, 2012 joint meeting between the BOCC and the <br />Hillsborough Town Board, and is summarized in Attachment A, "February 6, 2012 Memo <br />Regarding Whitted Building ", that provides background presented to the Board prior to that joint <br />meeting. (Note: The Attachment A memo details that it includes five (5) attachments. However, <br />those attachments are not included with the memo to limit document duplication within this <br />agenda item. The memo and all five (5) attachments are subsequently included as part of the <br />larger Attachment B noted below.) <br />The staff presentation of the space and site planning was well received by the BOCC in <br />November 2012. Attachment B, "November 13, 2012 BOCC Work Session Abstract" <br />summarizes these discussions and highlights the space and site plans discussed, along with the <br />schematic cost estimate range of $1.2 million to $1.4 million for the project. <br />2. Whitted Location: BOCC permanent meeting space as the primary use; general <br />administrative and office space as an additional, co- located use <br />As an alternative to the OCCC space uses adjacent to the permanent meeting space, staff also <br />explored general administrative office space. This concept plan is depicted in Attachment C, <br />"Whitted 2nd Floor Alternative General Office Space ". <br />In addition to a 3,424 square foot BOCC meeting room, this alternative provides an estimated <br />4,692 square feet of useable administrative office space. This concept plan also provides for a <br />multi - purpose conference room that can be scheduled as part of the meeting room portfolio <br />through the Facilities Use Policy room scheduling system.
