22 <br />18 <br />d. The deposit system will require increased time and effort from already overworked <br />OCAS staff members. The number of reproductive animals that are recovered more <br />than two times at OCAS is much lower than animals recovered once or twice, so the <br />staff will not be taxed by numerous collections and refunds of spay/neuter deposits. <br />(From OCAS data 2007 -2011, 53 reproductive cats were recovered one or two times, <br />but no cats were recovered three or more times. In the same data set, 894 <br />reproductive dogs were recovered one or two times, but only 19 reproductive dogs <br />were recovered three or more times.) Note that the sterilization deposit was kept <br />consistent at a fixed $100 amount to simplify staff accounting. <br />Finally, the committee agreed that provision of information regarding low -cost fencing (e.g., the <br />program "Unchain Your Dog) would be important to provide to owners who come to OCAS to <br />recover their stray pets. <br />Planned future action: <br />1. Lynn to update draft committee proposal by next Friday for presentation to ASAB members <br />at the January 15, 2013 meeting. The draft will be shared with the committee prior to the <br />ASAB meeting. <br />2.
