In the same data set, 894 reproductive dogs were <br />recovered one or two times, but only 19 reproductive dogs were recovered three or <br />more times.) Note that the sterilization deposit was kept consistent at a fixed $loo <br />amount to simplify staff accounting. <br />These proposed legislative changes dovetail with current efforts to promote pet sterilization <br />through tiered dog and cat licensing fees. owners of reproductive animals must pay higher rates <br />for new and renewal licenses. Differential pet licensing has long been recognized as a <br />cornerstone of progressive community animal control programs. The task force believes that the <br />incentives associated with differential fees can and should be applied to other elements of orange <br />County's ordinances and fees. In doing so, it is possible for orange County to develop an <br />enduring and comprehensive institutional approach capable of managing our companion animals <br />in a fiscally responsible and humane manner in the years to come. <br />We believe that by implementing mandatory microchip placement in all recovered cats and dogs, <br />providing educational tools and programs regarding the benefits and availability of spay /neuter <br />services, and creating tiered and differential impoundment fees for recovered stray animals, we <br />will enhance our efforts to reduce the number of stray and cats and dogs as well as shelter <br />euthanasia rates.
