ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: February 12, 2013
Action Agenda
Item No. 1
SUBJECT: Recommendations and Report from Animal Services Advisory Board on
Sterilization and Micro- chipping of Recovered Stray Animals
DEPARTMENT: Animal Services PUBLIC HEARING: (Y /N) I No
ATTACHMENT(S):
Animal Services Advisory Board (ASAB)
Report on the Spaying and Neutering
of Recovered Stray Animals
INFORMATION CONTACT:
Bob Marotto, Director, Animal Services
919 - 968 -2287
Susan Elmore, DVM, Animal Services
Advisory Board Chair, 919 - 967 -4172
Lynn White, MD, Animal Services
Advisory Board Task Force Chair,
919- 684 -6217
PURPOSE: To receive and consider findings and recommendations of an Animal Services
Advisory Board (ASAB) study of the recovery of stray dogs and cats, including
recommendations for the amendment of the County's animal ordinance, made as part of the
strategic process of managing pet overpopulation in Orange County.
As part of the plan's legislative component, there is to be a review of established practices
governing the recovery of stray animals, specifically whether sterilization should be mandated
for animals repeatedly impounded and recovered. The ASAB has completed research on this
subject, and it is unanimously making recommendations of several ordinance amendments to
the BOCC for feedback and direction.
Specific recommendations and the research on which they are based are presented in the
attached report, which provides an executive summary as well as a broader overview. As is
seen therein, recommended ordinance amendments are to 1) create a requirement for micro -
chipping stray cats and dogs upon their first recovery; 2) a tiered and differential fee schedule
for the recovery of cats and dogs depending upon the number of times they have been
recovered and the whether they are reproductive or sterilized; and 3) a refundable spay /neuter
deposit for cats and dogs recovered three or more times.
