E:1� <br />Perdita Holtz: One of the reasons these changes have taken so long to come forward is because we did need to <br />have some decision from the BOCC on what we were calling "the sidewalk issue ". In October 2011) 1 did take this <br />issue to the BOCC for a decision but because of county's inabilities to have funding the way cities do to maintain <br />and construct sidewalks, and because DOT's resistance to not have sidewalks in non - municipal areas. At that <br />time, the BOCC said we need to move forward thinking there will not be a comprehensive sidewalk program in <br />public right -of -way. <br />Larry Wright: This would not be classified as a municipality? <br />Perdita Holtz: This is an unincorporated area. <br />Craig Benedict: That was the difficulty with a public pedestrian system. I would be interested in coming up with <br />language on how, internally to a site plan, can we promote connectivity between adjacent parcels. We could work <br />on a way to put some language in there. <br />Johnny Randall: Sidewalks are sometimes an afterthought. I am in complete favor of that. <br />Larry Wright: I think Pete is as well. Do we need to make a recommendation? <br />Craig Benedict: What I have heard, staff can put some language in to promote private, internal pedestrian <br />circulation systems during the site plan process. <br />Herman Staats: Do you have any examples of how something like that has been done in the past? <br />Craig Benedict: The same situations have occurred within the subdivisions of Efland. <br />Herman Staats: Funding? <br />Craig Benedict: The developer funded it. <br />Alan Campbell: Paths, not sidewalks. <br />Johnny Randall: In addition, if you are doing a pathway or connectivity you need to also do it for bicycle and <br />alternative transportation. <br />Lisa Stuckey: One point to be made is it is a safety issue, people are going to walk around and if you can't do it <br />safely in a dense area, you are doing a disservice to the public. <br />Buddy Hartley: What happened with the Habitat development? <br />Michael Harvey: Tinnin Woods had a agreement that areas would be left but there was no requirement for <br />sidewalks to be installed. Tinnin Woods installed POSA trails at the rear of the property. They are not obligated to <br />put in sidewalks. <br />Tony Blake: Could there be an obligation to link? <br />Craig Benedict: If we don't have it clear that we want pedestrian connectivity, we can amend the plan. Once we <br />get it in there, that will be used as a reference guide for someone else. <br />Tony Blake: Another concern is the railroad track that runs in the middle of that so there may be safety concerns <br />there but the opportunity there is to link that area with the new Hillsborough Railroad station. <br />Larry Wright: I would like to show the BOCC that we do have support to ask staff to put language in about this. <br />3 <br />
