2 <br /> 1 Don 0' Leary said that word on the street says that the County Commissioners do not <br /> 2 look forward to his contributions but he will get over it. He spoke about the County <br /> 3 Commissioners' association with ICLEI angers him. He said that he is not alone. He made <br /> 4 reference to Agenda 21 , which intends to erode the rights through regulation and taxation and <br /> 5 eliminates ownership and property rights and phases out the Constitution. Agenda 21 states <br /> 6 clearly that it intends to eliminate 80% of the population and clearly states that there must be <br /> 7 regulation on human reproduction. He quoted Maurice Strong, Founder of the U. N. <br /> 8 Environment Program and a backer of ICLEI, "isn't the only hope for the planet that the <br /> 9 industrialized civilization collapse," and "a massive campaign must be launched to de-develop <br /> 10 the United States," and "it is clear that the current lifestyles and consumption patterns of the <br /> 11 affluent middle class can cause a high meat intake, consumption of large amount of frozen and <br /> 12 convenience foods, use of fossil fuel, appliances, home and workplace air conditioning, and <br /> 13 suburban housing are not sustainable." He said that this is all implemented in Agenda 21 and <br /> 14 would be carried out through ICLEI. He made reference to his website, which has the pdf file of <br /> 15 Agenda 21 : . <br /> 16 <br /> 17 b. Petitions by Board Members (Three Minute Limit Per Commissioner) <br /> 22 Commissioner Jacobs said that he would like to have a report/special presentation from <br /> 23 the Elections Director on how the elections went. <br /> 24 Commissioner Jacobs said that he is not aware if Orange County is doing anything in <br /> 25 reference to Veteran's Day. He said that there used to be an event that recognized the <br /> 26 veterans in Orange County. He would like to make this a part of the position that is being <br /> 27 advertised in Orange County. <br /> 28 <br /> 29 4. Consent Agenda <br /> 32 <br /> 33 • Removal of Any Items from Consent Agenda <br /> 34 Items f, g, h, and i were removed. <br /> 35 <br /> 36 • Approval of Remaining Consent Agenda <br /> 37 <br /> 38 A motion was made by Commissioner Hemminger, seconded by Commissioner <br /> 39 Foushee to approve the remaining items on the consent agenda as stated below: <br /> 40 VOTE: UNANIMOUS <br /> 41 <br /> 42 • Discussion and Approval of the Items Removed from the Consent Agenda <br /> 43 <br /> 44 f. Comprehensive Plan and Unified Development Ordinance (UDO) Text Amendment <br /> 45 Schedule for February 2013 Joint Quarterly Public Hearing — Site Plan Submittal for <br /> 46 Projects Requiring Stormwater Review <br /> 47 The Board considered approving the process components and schedule for a Planning <br /> 48 Director initiated Unified Development Ordinance (UDO) text amendment for the February 25, <br /> 49 2013 Quarterly Public Hearing concerning submission of formal site plans for projects requiring <br /> 50 stormwater plan approval. <br />
