82 <br />Board/Commission Name: Solid Waste Advisory Board <br />Report Period: 2012 <br />completion of a revised ILA for Orange County and are prepared t <br />the BOCC and elected town officials with those revisions. Indeed <br />sent forward our suggestions for revision in the memo to BOCC of <br />November 11, 2010 mentioned above. <br /> <br />Until such completion of a new ILA, the SWAB’s mandate is tenuou <br />best and its direction unclear. Furthermore, likely in response <br />uncertainties associated with SWAB’s mandate and direction, seve <br />positions on the SWAB remain unfilled, including both BOCC appoi <br />slots. <br /> <br />2. Financing the Solid Waste Enterprise <br /> <br />The wide variety of solid waste activities supported by the ente <br />will be severely constrained following closure of the MSW landfi <br />June 30, 2013. Savings from reducing employees and equipment wil <br />cover remaining costs of vital solid waste operations. Currentl <br />from the MSW landfill covers far more than the costs of operatin <br />facility. If the County and Towns and landfill users wish to mai <br />remaining solid waste infrastructure including but not limited t <br />construction waste landfill, yard debris management, and environ <br />support services, other sources of funds must be identified and <br />the 2013-14 budget and beyond. <br /> <br />3. Ongoing relations with the Town of Chapel Hill in their consi <br />building a transfer station to handle MSW. <br /> <br />At this point it appears the Town is seriously considering const <br />operating a transfer station to handle its existing MSW load and <br />that of Carrboro, but it is not clear if other MSW generated wit <br />County would or could be accommodated. Given the consulting stud <br />projected high cost per ton of capitalizing and operating such a <br />based on the limited tonnage from only the two Towns and the con <br />of the possible site under consideration, a broader discussion <br />planning criteria for a transfer station that involved other gen <br />including the County, Town of Hillsborough, and perhaps UNC and <br />might be useful, but there is no clear path to this engagement a <br /> <br />4. Roll-Carts for Curbside Collection <br /> <br />Delays in distribution of roll-carts for both the urban and rura <br />collection programs are limiting the advantages of converting to <br />stream collection. <br />
