1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: January 24, 2013 <br />Action Agenda <br />Item No. 6 -b <br />SUBJECT: North Carolina Community Transportation Program Administrative and Capital <br />Grant Application for FY 2013/2014 <br />DEPARTMENT: Transportation /Planning PUBLIC HEARING: (Y /N) Yes <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Resolution and Public Hearing Notice, <br />Including Proposed Administrative/ Al Terry 919 - 245 -2008 <br />Capital Budget Summary Craig Benedict 919 - 245 -2575 <br />PURPOSE: To: <br />1) Conduct an annual public hearing on the North Carolina Community Transportation <br />Program (CTP) grant application by Orange Public Transportation for FY 2013 -2014; <br />2) Approve the grant application that includes adopting a resolution authorizing the <br />applicant to enter into an agreement with North Carolina Department of Transportation; <br />and <br />3) Authorize the County Attorney to complete the necessary certifications and assurances. <br />BACKGROUND: Each year, the North Carolina Department of Transportation ( NCDOT), Public <br />Transportation Division, accepts requests for administrative and capital needs for county <br />operated community transportation programs. Orange Public Transportation (OPT) is eligible to <br />make application for both administrative and capital funding. The current year, FY 2012 -2013 <br />approved application includes $185,525 in administrative funding. <br />The total CTP funding request for FY 2013 -2014 is $185,605 for administration and no <br />additional funds for capital items. <br />Administrative funds will continue to be used to support overall transit systems management <br />and continue to promote general ridership. A public hearing is requested with the opportunity <br />for public discussion and comment before the Board takes action on the resolution. <br />FINANCIAL IMPACT: The NCDOT Community Transportation Program Grant requires a 15% <br />local match ($27,841) for administrative funding. The total County match is $27,841 which will <br />be requested in the upcoming FY 2013 -14 County budget. <br />
