K <br />Orange County's Emergency Solutions Grant (ESG) Award <br />Orange County applied to the North Carolina Department of Health and Human <br />Services (DHHS) in August 2012 for the Emergency Solutions Grant (ESG) Program in <br />collaboration with partners - Orange County Department of Social Services (DSS) and <br />the Inter -Faith Council for Social Service (IFC). The purpose of the ESG Program is to: <br />• Provide assistance to rapidly re -house persons who are currently homeless; <br />• Provide homeless prevention assistance to households who are at risk of <br />becoming homeless; <br />• Assist in meeting the costs of operating emergency shelters; <br />• Restrict the increase of homelessness through the provision of preventive <br />programs and activities. <br />Eligible ESG program participants must have incomes below 30% of area median <br />income and either be experiencing or at imminent risk of homelessness. <br />Orange County was awarded $162,673 in ESG funding and Orange County DSS will <br />administer the grant. Additionally, the county will serve as "Fiscal Sponsor" for the grant <br />which includes the following responsibilities: <br />• Contracting with the State; <br />• Sub - contracting with and distributing funds to IFC; <br />• Submitting reimbursement requests to the State; and <br />• Acting as the central point of contact for all reporting requirements. <br />Grant Program Activities <br />Orange County DSS $102,083 <br />Housing Stability Services (also known as Rapid Re- Housing) <br />Inter -Faith Council $ 60,590 <br />Emergency Shelter Operations <br />It should be noted that Rapid Re- Housing (RRH) programs assist people soon after they <br />become homeless to overcome their barriers to housing (criminal, credit and housing <br />histories, financial resources, etc.) and help them obtain and stabilize in housing with <br />services including case management, housing search and placement, legal services, <br />credit repair, childcare, transportation, and mental health, substance abuse and health <br />care services. Assistance is tailored to people's needs and can be provided for up to <br />two (2) years. <br />Emergency Shelter Operations funding will assist in the operation of the Community <br />House Men's Shelter in Chapel Hill and Project Homestart in Chapel Hill. <br />
