12 <br />Contract Number 00027858 / Page 9 of 33 <br />Attachment B <br />North Carolina ESG State Sub - recipient Scope of Work <br />BACKGROUND: <br />The Housing and Homelessness Unit within the Division of Aging and Adult Services is <br />responsible for encouraging access to housing resources by all persons served by the <br />Department of Health and Human Services. One specific program of the Housing and <br />Homeless Unit is the Emergency Solutions Grant. The Emergency Solutions Grant <br />(ESG) was created in the HEARTH Act by combining the previous Emergency Shelter <br />Grant and the previous Homelessness Prevention and Rapid Re- Housing programs. The <br />ESG program is intended to assist people in preventing or ending their homelessness <br />through its support of homeless emergency services (primarily homeless shelters) and <br />community housing stability programs. The program is designed to emphasize placement <br />in permanent housing as the desired outcome. On any given night in North Carolina <br />there are over 10,000 homeless people eligible for this assistance. <br />PURPOSE: <br />ESG Grantees are responsible for completing tasks from a menu of federally eligible <br />services. The ESG grant will support <br />- Operating expenses for homeless shelters, including but not limited to case <br />management, insurance, facility rent and utility payments <br />- Housing Stability expenses aimed at preventing homelessness, or assisting a <br />homeless household to become stably housed through housing stability case <br />management and /or providing flexible cash assistance for deposits, rent, utilities <br />and /or past due rent and utilities. <br />Grantees may provide one or both of these services. <br />SCOPE OF WORK <br />As a regional fiscal sponsor, the recipient is responsible for ensuring that the following <br />occur: <br />I. Training <br />All core ESG project staff, including housing stability managers, case management <br />supervisors, grant managers, Emergency Services case managers, CHIN data entry, <br />and financial processors must attend ESG training provided by the State within 45 <br />days of contract execution. <br />Attachment A, pg.
